School Transfer Certificate Guide: What Parents Usually Need

Schools call it a school leaving certificate or a transfer certificate, and the rules for it change with the city, the school and the exam board. We read what Islamabad's regulator, two exam boards, IBCC and several schools publish so you know which paper you need and when.

Short answer

A school leaving certificate, which some schools call a transfer certificate, is issued by the school your child is leaving, and the new school usually asks for it at admission. There is no single national rule: in Islamabad, PEIRA bars private schools from admitting a child from another school without one. A board migration certificate and IBCC equivalence are separate documents.

How we researched this: On 4 November 2026 we read the Islamabad regulator PEIRA's 11 May 2023 notification on school leaving certificates, the Federal Directorate of Education's 2025-26 admission notice, FBISE's regulation on migration of candidates, BISE Peshawar's revised 9th class enrolment notification of 20 August 2026 and its enrolment and migration page, IBCC's equivalence FAQs, the admission pages of The Punjab School, The City School and OPF College F-11/2 Islamabad, Dawn's March 2024 report on FBISE's online services, and ProPakistani's September 2022 report on Sindh's DIRPIS fee rules. BISE Lahore's facilitation centre page and a Beaconhouse admission page returned 'not found' errors, and we found no current official Punjab or Sindh rule on leaving certificates, so those provinces are covered only where noted.

When a child moves from one school to another in Pakistan, the new school usually asks for something in writing from the old one. The most common name for it is the school leaving certificate, or SLC, but schools also use transfer certificate or simply 'the certificate from your last school'. It confirms that your child was enrolled there and has left. What it does not do is work the same way everywhere. Whether it is compulsory, whether it needs a second signature and whether a school can hold it back depend on where you live, whether the schools are private or government, and which exam board your child is registered with. This guide explains the common pattern and the variations we could verify; for the full list of admission papers (birth certificate, B-form, photos, CNICs), see our admission documents guide at /news/school-admission-documents-pakistan.

Islamabad has the clearest written rule we found. A notification issued by PEIRA, the Private Educational Institutions Regulatory Authority for Islamabad Capital Territory, on 11 May 2023 directs every private school in ICT to grant new admissions only on a school leaving certificate from the student's previous school, and says that certificate is issued on clearance of all dues. PEIRA called admitting students without one an unjust practice that may encourage families to leave without paying. The rule does not apply to a child who has never been enrolled in any school, or to non-profit schools enrolling out-of-school children. Government schools in Islamabad ask for it too: the Federal Directorate of Education's 2025-26 admission notice for Islamabad Model Schools and Colleges listed an attested school leaving certificate among the required documents, and said a certificate from a private school had to be verified by PEIRA. If you are moving a child from a private school to an FDE school, allow time for that verification.

Outside Islamabad, the requirement usually comes from the school's own admission policy, so read each school's list. The Punjab School says a student migrating from another school must furnish a transfer certificate, the last progress report and a receipt showing the previous school's fee was paid. The City School's admissions page asks transfer students for the report card from their last school and photocopies of the provisional certificate and character certificate from the last institution; it does not use the words leaving or transfer certificate. OPF College F-11/2 in Islamabad says it requires the school leaving certificate after admission is confirmed, and its page also explains its own exit rules: a departing student can collect the certificate within two months of the last day of attendance, after which a Rs 500 fine applies, and a duplicate costs Rs 500. Policies like that last one are worth knowing at the school you are leaving, not only the one you are joining.

A board migration certificate is a different document, and it matters mostly in Classes 9 to 12. Once a student is registered with a Board of Intermediate and Secondary Education, moving to a school under a different board usually means asking the first board to release them. FBISE's regulation says a migration certificate is issued only to candidates registered with the Board, on an application with the prescribed fee, and that an attested copy of the school or college leaving certificate is needed when the transfer happens before the SSC or HSSC exam. It is not required when a student moves between institutions that are both affiliated with FBISE, though the Board may be kept informed. If the fee is paid but no certificate is issued, FBISE refunds it after deducting 20 percent as a service charge. Dawn reported in March 2024 that FBISE had started issuing migration and NOC certificates online.

BISE Peshawar, one of several boards in Khyber Pakhtunkhwa, shows how strict board rules can get. Its revised enrolment notification of 20 August 2026 tells schools to check whether a new 9th class student is already enrolled with BISE Peshawar and, if so, to get a migration certificate first. For students migrating from another board, the school must send a verified 9th class marks certificate from that board, a countersigned copy of the school leaving certificate, the original migration certificate and the fee receipt. The same notification says school-to-school migration of regular students runs from the declaration of the SSC Annual-I 2026 result until 31 December 2026 (BISE Peshawar's general migration page still gives a 30 October cut-off, so confirm the date with the school or board), and directs private schools never to admit a student in 9th or 10th class until migration on the board's portal and the school leaving certificate have been submitted, with a penalty for schools that do, though it says genuine hardship cases are dealt with under existing policy. The notice does not say who must countersign the leaving certificate, so ask the receiving school which office it expects. BISE Peshawar's enrolment page also notes that candidates migrating from a Sindh board where Sindhi was compulsory in 9th class may take Urdu (Compulsory) in 10th class, with their 9th class Sindhi marks counted in its place. We could not open BISE Lahore's facilitation page, so check Punjab's board rules directly with the board or your new school.

Two more documents are often confused with the leaving certificate. A character certificate is a separate letter about conduct; The City School, for example, asks transfer students for both a character certificate and a provisional certificate, and OPF College describes issuing a leaving certificate and character certificate together to students who pass out. IBCC equivalence matters mainly for qualifications earned outside Pakistan's own boards, such as O Levels or foreign schooling, though IBCC says it covers both foreign and Pakistani qualifications. IBCC's FAQs say it provides equivalence certificates for SSC and HSSC level qualifications from foreign and Pakistani boards, that it deals only with qualifications up to HSSC, and that equivalence is necessary for admission into local schools, colleges and universities. They also say an O Level student can go on to FSc or FA after obtaining an SSC equivalence certificate for that O Level qualification. Documents IBCC lists for foreign qualifications include original certificates with photocopies, transcripts showing dates of admission and completion, a passport copy showing visa, entry and exit for the study period, a CNIC copy and attestation by the issuing board. IBCC's FAQs do not cover equivalence for the lower classes, so a family returning from abroad with a younger child should ask the new school what it accepts.

Can a school hold the certificate back over unpaid fees? In Islamabad, PEIRA's notification ties the certificate to clearance of all dues, so expect to settle the account first. BISE Peshawar's 2026 notification tells heads of institutions to collect fees and dues every month, and says that otherwise their complaints about a student's dues at the time of migration will not be entertained. In Sindh, ProPakistani reported in September 2022 that the Directorate of Inspection and Registration of Private Institutions Sindh (DIRPIS) barred private schools from expelling students over unpaid dues without informing it; that report does not mention leaving certificates. We did not find a current official text in Punjab or Sindh that directly says whether a school may refuse a leaving certificate over dues. If you are in a dispute, ask the school for a written statement of what is owed, and contact the provincial regulator for private schools in your area (PEIRA in Islamabad).

The practical lesson is to start early. Ask the old school how long it takes to issue the certificate, clear any dues and keep the receipt, request an original plus attested copies, and check the spelling of your child's name, father's name and date of birth against the B-form before you leave the office. If your child is in Class 8 or above, ask both schools whether a board migration is involved and which deadline applies. SchoolNama does not hold any school's certificate rules, so treat the schools themselves as the source. Checklist before you decide

  • ✓Ask the new school exactly what it calls the document (for example leaving or transfer certificate) and whether it wants the original, an attested copy or both.
  • ✓Ask the old school how long issuing the certificate takes and whether it charges for it or for a duplicate.
  • ✓Clear any fees or dues at the old school and keep the receipt; PEIRA ties the certificate to clearance of dues in Islamabad, and The Punjab School asks for the previous school's fee receipt.
  • ✓Check your child's name, father's name and date of birth on the certificate against the B-form before you leave the office.
  • ✓Ask whether a character certificate and the last report card are also needed.
  • ✓In Islamabad: moving from a private school to an FDE school? Allow time for PEIRA verification of the certificate.
  • ✓Class 8 and above: ask both schools whether a board migration certificate is needed, and check the board's migration window (BISE Peshawar's 2026 notification gives 31 December 2026 for school-to-school migration, but its migration page says 30 October, so confirm with the board).
  • ✓If a countersignature is required, ask the receiving school which office must countersign before you start.
  • ✓Coming from abroad or from O Levels: check with IBCC and the new school whether an equivalence certificate is required for your child's class.
  • ✓Use our admission documents guide for the rest of the paperwork, and shortlist on /schools before comparing on /compare.

Frequently asked questions

What is a school leaving certificate?

It is a document from the school your child is leaving that confirms their enrolment there and their departure. Some schools call it a transfer certificate; The Punjab School, for example, asks a migrating student for one. Other schools word their lists differently: The City School asks transfer students for a provisional certificate and a character certificate, so ask the school exactly which document it means.

Is a school leaving certificate compulsory in Pakistan?

There is no single national rule we could verify. In Islamabad, PEIRA's 11 May 2023 notification says private schools may grant new admissions only on a school leaving certificate from the previous school, except for children never enrolled before and non-profit schools enrolling out-of-school children. Elsewhere, check each school's policy and, from Class 9, the exam board's rules.

Is a transfer certificate the same as a migration certificate?

No. The leaving or transfer certificate comes from the school. A migration certificate comes from the exam board your child is registered with, and is needed when moving to a school under a different board. FBISE says it is not needed for moves between FBISE-affiliated schools, and BISE Peshawar's 2026 notice requires both documents for students joining from another board.

Can a school refuse to give a leaving certificate if fees are unpaid?

In Islamabad, PEIRA's notification says the certificate is issued on clearance of all dues, so expect to pay first. BISE Peshawar's 2026 notice says schools that do not collect fees monthly will not have their dues complaints entertained at migration time. We did not find a current official rule on this for Punjab or Sindh, so ask the school for a written statement of dues and contact your provincial private-school regulator if there is a dispute.

Does my child need IBCC equivalence to join a Pakistani school?

If the child has a qualification from outside Pakistan's board system at SSC or HSSC level, such as O Levels, IBCC says equivalence is necessary for admission to local schools, colleges and universities. IBCC's FAQs do not cover the lower classes, so ask the new school what it accepts for a younger child returning from abroad.

Does the leaving certificate need to be countersigned?

Sometimes. BISE Peshawar's 2026 enrolment notice asks for a countersigned copy of the school leaving certificate for students migrating from another board, but it does not name who must countersign. FDE's 2025-26 notice wanted a certificate from a private school verified by PEIRA. Ask the receiving school which office it expects.
