School Fees in Peshawar: Two Published Fee Cards, PSRA Rules and a First-Year Budget

Only two Peshawar institutions we checked put tuition amounts online: Peshawar Model Girls High School and Edwardes College. This hub sets their figures beside KP-PSRA's limits on admission fees, deposits and yearly rises, BISE Peshawar's 2026 enrolment and registration fees (deadlines from 30 September to 10 November 2026), and a worksheet for turning any fee slip into a twelve-month figure.

SchoolNama Editorial · 12 October 2026 · 11 min read

Short answer

Peshawar Model Girls High School's fee page showed Rs 10,470 a month for Playgroup to Class X and Rs 13,920 for O Level on 12 October 2026, with Rs 5,000 monthly transport if used. Edwardes College's 2026-27 instalments for first-year FSc add up to Rs 230,450. KP-PSRA's regulations bar admission fees in private schools; board registration is billed separately.

How we researched this: On 12 October 2026 we opened the fee, admission and policy pages of Peshawar Model Girls High School, the Peshawar Model network, Edwardes College, the Fazaia Education System, Beaconhouse's three Peshawar campus pages, The City School and The Educators, plus KP-PSRA's Act, regulations, norms, notices and Peshawar register, BISE Peshawar's current notices, the 2017 free-education Act, TCF's FAQ and reports in Dawn and The News. Amounts quoted by directory and listing websites were ignored; the grouping into bands is SchoolNama's own.

A Peshawar fee slip usually leads with tuition, but the year's bill is built from more lines than that: a registration or form charge, a refundable deposit, board dues in Class 9 and Class 11, books, uniform and the daily ride. Below we record which of those lines a Peshawar school or college has put in writing online, where KP's regulator limits them, and how a parent can sum them into a twelve-month number. Families mainly weighing government, TCF and other near-free options will find them covered at /news/low-fee-schools-in-peshawar, and the full Peshawar directory sits at /peshawar.

Published rates are rare. Of the school and chain websites we opened on 12 October 2026, only two showed tuition amounts that apply in Peshawar. Peshawar Model Girls High School's 'School Fee Breakup' page, on a site that lists its Warsak Road and Hayatabad campuses and a Peshawar Model School boys-and-girls campus on GT Road, displays tuition of Rs 10,470 per month for Playgroup to Class X and Rs 13,920 per month for Pre O Level and O Level, each marked 'Subject to 10% increase annually in April', and transport at Rs 5,000 'Monthly, if availed'. The page names no session; because the card itself says tuition is 'Subject to 10% increase annually in April', ask the school whether these are its 2026-27 rates. Rows for other charges sit in the page's code but are hidden from visitors, so we have not treated them as published. The school's book list is headed 'Session 2026-2027' and carries no prices, its uniform page lists the items without prices, and its admissions page says forms and prospectus are available at the school office 'on payment', without saying how much. The school's contact emails use the pmei.edu.pk domain of the Peshawar Model network, whose FAQ says fee structures differ by campus and stream, so this card should not be read as the price at other Peshawar Model campuses.

The second published schedule is for intermediate study. Edwardes College on The Mall lists its 2026-27 fees in instalments. First-year FSc (pre-medical, pre-engineering and computer science) is Rs 74,400 three times, with a Rs 7,250 'Admin Cost' added to the first payment, so Rs 81,650 at admission, Rs 74,400 three months later and Rs 74,400 after six months: Rs 230,450 for the year by our addition. First-year FA follows the same pattern at Rs 72,200 a payment, Rs 223,850 in all. For A Level the college lists Rs 105,900 plus the Rs 7,250 admin cost at admission, then Rs 26,400 'Payable monthly for Eight months'; because that wording can be read two ways, we have not totalled it. The page says BISE Peshawar registration and exam fees apply on top, that the admin cost is not refunded once deposited, and that for FA, FSc and A Level the college fee is refunded in full up to the 15th day of classes, half from the 16th to the 30th day, and not at all from the 31st. Its financial rules add fines of Rs 1,000 and Rs 2,000 for one and two months of arrears, Rs 6,000 to be readmitted after being struck off, and no fees taken in cash.

Everywhere else, the amounts stay offline. Beaconhouse's pages for its Jamrud, Khyber and BCP Frontier campuses give addresses and programmes but no fees. At The City School the schedule, which its admissions page calls a 'Relevant Fee structure slip', is issued once a family has paid to register, while The Educators' FAQ responds to the question about its fee structure with a referral to its admission-procedure section, not a number. The Fazaia Education System, which lists a Peshawar campus and appears in PSRA's Peshawar register as Fazaia Education System School Peshawar Chapter, publishes how it bills but not what: a monthly bill due by the 10th with a Rs 50 a day fine after that, tuition and allied charges for all 12 months with two months paid before the summer break, and a refundable security equal to two months' tuition (wards of FESS or SF staff and of serving Air Force personnel excepted) that can be claimed once the school-leaving certificate is issued; the page says this 'usually takes about 04 work weeks to process', and elsewhere commits FESS to refunding within two months of a refund application. Rupee figures for many Peshawar schools do circulate on listing sites; none that we saw could be traced to a school's own page, so they are left out.

Because so little is published, KP-PSRA's rules are the most dependable yardstick a Peshawar parent has, and on one-off charges they are stricter than parents tend to expect. Clause 7(4) of the PSRA Regulations 2018 says an admission fee 'shall not be demanded or received under any name whatsoever', bars capitation fees at admission or later, and says activity, library, laboratory, tour and examination charges should approximately not exceed the actual cost. In a December 2021 handout covered by The News, PSRA said no private school could take an admission, annual or capitation fee under whatever name. Refundable deposits of Rs 10,000 or more must be kept in interest-bearing accounts and returned within one month of becoming due along with the interest, parents cannot be required to pay more than a single calendar month in advance, and fees of Rs 1,000 a month or more must go into the school's bank account, not be paid in cash. Unpaid fees are also no reason to hold back a school-leaving certificate, regulation 7(10) says, so long as the arrears are covered by the security the school already holds.

Rises and discounts have their own rules. Fee increases are rationed: regulation 7(6) requires PSRA's written approval in advance for anything over 10%, clause IX permits a single increase per academic year with a month's notice before the year opens, and the 2020 norms restate the 10% ceiling. The same norms require the year's fee structure on a sign outside the school, preferably a panaflex, and in the office where fees are paid, and each receipt should show any discount as a percentage. PSRA's June 2025 notice to all private schools again required the current fee structure to be displayed prominently on the premises. On sibling discounts the official texts do not agree. The 2017 Act directs PSRA to issue standing orders for a kinship concession of no less than 20%, the 2020 norms say schools must give 'at least 20% sibling discount to all but first child', and PSRA's letter of 16 July 2025 to the Peshawar Model Schools Network, sent after repeated complaints, quoted the rule as 'not less than 20%' for the 2nd, 3rd, 4th and onward child within the same school. The 2018 Regulations on PSRA's Downloads page, as checked on 12 October 2026, say in regulation 7(12) that the concession 'shall not be less than 50% of the fee', and in clause 7(4) XV that a school 'shall not charge more than half of the tuition fee from the 2nd /3rd children of the same parent'. Ask the school in writing which figure it applies and, if the answer does not satisfy you, put the question to PSRA. A December 2025 notice reminded all private schools that they may not push parents towards a particular outlet for stationery, books or uniforms.

The same 2020 notification places each private school in one of seven fee slabs, judged by what it charges in its top class, running from a first slab below Rs 2,000 to a seventh above Rs 20,000. That these are monthly amounts comes from Dawn's coverage of the notification in March 2020. Each slab carries extra standards; the Rs 10,000 to 15,000 slab, for example, expects no more than 25 students in a section and air-conditioned classrooms. Because slabs go by the top class, the relevant figure on Peshawar Model Girls High School's card is its O Level rate of Rs 13,920, which by our reading falls in that slab; PSRA's online register, which on 12 October 2026 held 1,806 Peshawar rows (1,694 active, 69 blocked, 34 dormant, 6 suspended and 3 closed), shows a school's level, registration number, district and status and nothing about its category or fees. The slab amounts come from the 12 March 2020 notification, which on 12 October 2026 was still the norms file offered on PSRA's Downloads page; PSRA's notifications list returned a 'Temporarily disabled' error that day, so we could not check it for a later revision.

For government schools, the governing text is a 2017 provincial Act whose section 3 obliges the government to give children between five and sixteen their schooling up to Class 10 without charge. Two caveats apply: the Act covers only districts that the government names in a gazette notification, and a Dawn report dated 17 October 2021 said the education department had failed to implement it. On 5 August 2025 the state news agency APP reported that two civil-society groups, Blue Veins and the Rise & Shine Girls Education Leadership Network, had welcomed 'the long-awaited vetting of the Implementation Rules' of the Act by the provincial Law Department. As of 12 October 2026, we did not find an official notice that those rules have since been notified, or that Peshawar has been named by notification under section 1(2). Board charges are a separate matter. BISE Peshawar's 2026 enrolment and registration notices are addressed to 'Government & Privately Managed Institutions' and set one per-student rate for both, which the head of the institution submits with the student's details; the notices do not say whether the school or the family bears it, so ask a government school whether it passes the charge on. TCF, which runs TCF Shahi Bala Peshawar (an active high school on PSRA's register), says on the undated FAQ of its US affiliate that it charges a nominal monthly fee on a sliding scale 'between Rs. 10 to Rs. 250 per month' and that families who cannot afford them get uniforms and books free; the page converts that range to roughly 18 cents to $3, which suggests it has not been revised recently, so confirm the amount with the campus.

The board's charges for the 2026 intake are the one set of Peshawar figures that are published in full with dates. For Class 9 enrolment in 2026, BISE Peshawar's revised notice of 20 August set Rs 1,300 up to 30 September 2026, Rs 1,800 with late fee up to 15 October 2026 and Rs 2,300 with double late fee up to 30 October 2026, after which institutions that have not submitted pay a penalty of Rs 10 a day per student until 30 November 2026. First-year (Class 11) registration under notice 71 of 24 August set Rs 1,650 at the normal rate up to 15 October 2026, Rs 2,300 up to 26 October 2026 and Rs 2,950 up to 10 November 2026, with late admission from 11 November to 10 December 2026 only in 'really deserving cases', with a fee of Rs 300 per student on the prescribed form; the notice does not say whether that Rs 300 replaces or adds to the registration fee. Next year's notices will set new dates and may set new amounts. Exam entry is billed on its own: the board's notice for SSC Annual-I 2026, whose papers were scheduled from 31 March, put the normal fee at Rs 2,530 for a ninth-class candidate and Rs 2,990 for tenth class, and no 2027 exam notice was on the board's site on 12 October. One more line in both notices matters to parents: the board wants heads of institutions to take fees and dues month by month, at each month's close.

On transport and supplies, only one Peshawar figure is published: Peshawar Model Girls High School's Rs 5,000 a month for those who use its transport. The Peshawar Model network's FAQ says transport runs on selected routes and that availability and charges vary by campus, and its scholarship page notes that even a full tuition waiver leaves transport charges payable. No Peshawar school we checked priced its books or uniform. SchoolNama could not fill the gap as of 12 October 2026, because its /pick-and-drop page had no provider listed for Peshawar; collect a written monthly figure from the school and another from a private van driver on your street.

Take the sheet below to the admissions office and fill it in there. Recurring and one-off lines are kept apart, tuition and transport are multiplied by the months actually billed, board charges are added only in the years they fall due, and any refundable deposit stays outside the total. The worked column uses Peshawar Model Girls High School's displayed card purely to show the arithmetic; the twelve-month billing it assumes is ours, not the school's. As of 12 October 2026 none of SchoolNama's 141 Peshawar listings carried a verified fee, so profile pages such as /schools/peshawar-model-girls-high-school-irshadabad-peshawar and /schools/edwardes-college-peshawar-peshawar give location only. Once two or three written schedules have been collected, /compare shows them side by side; Matric board results are discussed separately at /news/best-matric-schools-in-peshawar.

Checklist before you decide

  • ✓Get the fee schedule on the school's letterhead with the session printed on it; PSRA's norms expect it on display outside and in the fee office.
  • ✓Check the PSRA registration number on the board outside against psra.gkp.pk's Peshawar register, and note whether the status reads ACTIVE.
  • ✓If any one-off joining charge appears, under any label, ask which PSRA rule permits it in a private school.
  • ✓Ask how many months of tuition are billed per year, and whether summer months are billed month by month or together.
  • ✓If a voucher asks for two or more months at once, ask how that fits the rule that parents need not pay more than one calendar month ahead.
  • ✓For a deposit, get the amount, the refund timeline and, at Rs 10,000 or more, confirmation that it sits in an interest-bearing account.
  • ✓Ask what the class paid last session; if the rise exceeds 10%, ask to see PSRA's approval letter.
  • ✓With a second child at the same school, ask in writing which sibling concession the school applies: the Act, the 2020 norms and a 2025 PSRA letter say at least 20%, while the 2018 Regulations say at least 50%.
  • ✓Ask for priced book and uniform lists and confirm you may buy them anywhere.
  • ✓In Class 9 or first year, ask whether the BISE Peshawar charge is inside the school's bill or added later, and which deadline the school is working to.
  • ✓Price the school run both ways: the school's monthly transport rate and a private van quote for your street.

Frequently asked questions

Do any Peshawar schools publish their actual fees online?

Very few. On 12 October 2026 Peshawar Model Girls High School displayed Rs 10,470 a month for Playgroup to Class X and Rs 13,920 for Pre O Level and O Level, without naming a session (its 'Subject to 10% increase annually in April' note means you should ask whether these are 2026-27 rates), and Edwardes College published its 2026-27 intermediate instalments. No rupee figure for a Peshawar campus appeared on the Beaconhouse, City School or Educators websites.

Can a private school in Peshawar charge an admission fee?

PSRA's Regulations 2018 say an admission fee shall not be demanded or received under any name, and also bar capitation fees; The News reported in 2021 that PSRA had restated that admission, annual and capitation fees were barred. If a school bills one, ask which rule it relies on, and remember that section 27 of the PSRA Act gives the authority jurisdiction over parents' fee complaints.

What did BISE Peshawar charge for Class 9 enrolment and first-year registration in 2026?

For Class 9 enrolment in 2026: Rs 1,300 up to 30 September, Rs 1,800 up to 15 October and Rs 2,300 up to 30 October 2026. For first-year registration: Rs 1,650 up to 15 October, Rs 2,300 up to 26 October and Rs 2,950 up to 10 November 2026, then late admission until 10 December 2026 in deserving cases, with a Rs 300 per-student fee that the notice does not say is the whole charge. Each notice sets one rate for government and private institutions; next year's notices will set new dates.

Is a government school in Peshawar completely free?

For tuition, the 2017 provincial Act says so: the government must educate five- to sixteen-year-olds up to Class 10 at no charge. Even so, a Dawn story from October 2021 said the education department had failed to put that Act into practice; APP reported in August 2025 that the Law Department had vetted the Act's implementation rules, and as of 12 October 2026 we found no official notice that they have been notified. BISE Peshawar's 2026 notices set one per-student enrolment and registration rate for government and private institutions alike without saying who pays it, so ask the school whether it passes the charge on to families.

How much does school transport add in Peshawar?

The only published Peshawar rate we found is Peshawar Model Girls High School's Rs 5,000 a month if used, which is about Rs 60,000 over twelve billed months. Other schools did not publish a price, and as of 12 October 2026 SchoolNama listed no Peshawar van operator, so collect written quotes.

By how much can a Peshawar private school raise fees each year?

Up to 10% without special permission: PSRA's regulations bar increases beyond 10% without its prior written approval, allow one increase per academic year, and require it to be announced a month before the year starts. Peshawar Model Girls High School's card itself says its tuition is subject to a 10% annual increase in April.
