Islamabad's High-Fee Schools: Who Sits in the Premium Band on PEIRA's Fee Register
We downloaded the class-wise fee filing of every school on ICT-PEIRA's public fee register (about 1,085 of them) and lined them up on the same class and the same fee year. Here is the premium tier that emerges, what the higher price buys according to the schools themselves, and the extra charges and fee-rise rules worth knowing before you pay.
Short answer
Among schools that filed for 2025-26, and setting aside two filings that look out of line, the highest Grade I figures on ICT-PEIRA's fee register belong to Lahore Grammar School's IB campus, EDOPIA, Roots IVY River View, Preparatory School Islamabad, Headstart Gulmohar and the Treehouse. The register states no billing period, so read these as filed numbers, not monthly bills. A higher fee buys specific programmes, not a guaranteed fit.
How we researched this: On 2 October 2026 we saved all 73 pages of ICT-PEIRA's 'Registered Institutions with Fees' list (about 1,085 distinct EMIS numbers; the list shifts as you page through it, and two downloads that day gave 1,082 and 1,085) and the class-wise fee filing behind each one, then compared schools on the Grade I line within a single fee year. We also read PEIRA's fee-determination policy, recent Dawn, ProPakistani and Express Tribune reports, and the websites of the schools discussed. Fees from SchoolNama's own directory and its demo reviews were not used.
Ask five Islamabad parents which schools are the most expensive and you will hear five different lists, usually built on a cousin's fee voucher from two years ago. A sounder place to begin is the regulator. ICT-PEIRA, which registers the capital's private schools, publishes an online list called 'Registered Institutions with Fees'. When we saved it on 2 October 2026 it ran to 73 pages and about 1,085 distinct EMIS numbers, and every entry opens a 'Consolidated Class-wise Fee Report' covering up to five fee years. That is not every private school in the city: ProPakistani reported in January 2026 that around 1,500 schools are registered, so more than a quarter have no fee filing on this list.
Three cautions shape everything below. First, PEIRA's disclaimer says the data comes from the schools themselves at registration or renewal, and that the school is responsible for any discrepancy. Second, the fee reports do not say what period a figure covers or what it includes, so we never call a register figure monthly; at least one school's filing is plainly on a different scale from everyone else's. Third, schools update at different times. On the copy we saved on the afternoon of 2 October, about 260 schools had 2026-27 as their newest column, about 230 had 2025-26, and the remaining 590 or so stopped at 2024-25 or earlier. Comparing one school's 2026-27 figure with another's 2024-25 figure would flatter the school that filed late, so our main table uses one class (Grade I) and one fee year (2025-26).
On that like-for-like basis, eleven schools filed a Grade I figure of 35,000 or more for 2025-26, setting aside two filings discussed further down (one of the eleven, Westminster Academy in H-8/4, filed 39,500 for 2025-26 and 51,500 for 2026-27). At the top, Lahore Grammar School's International Baccalaureate campus on Faiz Ahmed Faiz Road in H-8/1 filed 52,202 for every class from Grade I to Grade V, rising to 57,422 in its 2026-27 column. EDOPIA in I-8/2 filed 47,355; Roots IVY's River View campus on the GT Road, 46,615; Preparatory School Islamabad in the G-5 Diplomatic Enclave, 44,500; Headstart's Gulmohar campus in H-11/4, 42,600; the Treehouse School in F-8/1, 41,917; and Future World School's Signature campus in F-10/2, 39,605. Lahore Grammar School's main H-8/1 campus (36,797), The City School's IB-scheme campus in Bahria Town Phase VII (36,300) and Headstart's campus opposite DHA Phase II on the GT Road (35,500) complete the group. This is a band, not a ranking: a few thousand rupees separate neighbours, and the order shifts with the class you look at.
The Grade I line hides how steeply some schools charge in the senior years. Leaving aside Sheikh Zayed International Academy, whose filing is discussed below, the largest senior figure among 2026-27 filings belongs to The City School's E-11/3 campus, whose A Level line reads 86,629 (78,754 the year before), while its own Grade I line is 33,463. Pak Turk Maarif's boys' campus at Chak Shehzad filed 67,646 for A Level in 2026-27, Headstart Gulmohar 62,000 and Lahore Grammar School 56,748; Future World's Signature campus filed 56,630 for each IGCSE year. For 2025-26, Preparatory School Islamabad's Grade X line is 60,585 and Red Oak High by the Treehouse School in H-11/4 filed 56,666 for its third IGCSE year. If your child is heading for O or A Level, check that line, not the early-years figure.
Several schools that parents often name as premium have no recent filing to compare. Headstart's Kuri campus last filed for 2024-25, when its Grade I line was 57,200 and its O and A Level line 74,500, with a 100,000 admission fee. Discovery Centre on Embassy Road in G-6/4 filed 56,800 for Grade I, and Froebel's F-7 campus filed 51,167 for A Level, both in 2024-25 columns. Those were the figures two sessions ago, not this year's, and we have kept them out of the main comparison for that reason.
Two filings sit so far outside the pattern that we could not place them in any band. Sheikh Zayed International Academy in H-8/4 shows two columns both headed 2026-27: one gives Grade I as 2,122,875 and the other as 176,906, almost exactly one twelfth of the first, which suggests one is a yearly total, though the register does not say so. Its 2025-26 Grade I figure is 179,616, and its 'other annual charges' line for that year is 450,800. The International Maarif Schools in H-8/1 filed 99,225 for 2025-26 against every class from Playgroup to A Level except Grades IX to XII, which show 30,870. Both may be on a different basis from their neighbours; ask the school for its written schedule rather than reading these numbers as a price. The academy's own fee page lists its year groups but no amounts.
One prominent school does not appear on the register at all. The International School of Islamabad in H-9/1 publishes its 2026-27 charges in US dollars on its own website: a $400 application fee, a one-time $6,975 development fee from KG 2, $375 facilities and $165 activities fees listed as annual, and tuition lines from $12,877 for pre-kindergarten to $26,139 for KG 2 to Grade 5 and $29,471 for Grade 12. Its 'who do we serve' page lists diplomatic, UN, World Bank and IMF families, international business families and host-nation students. We also found no Beaconhouse-named school on the fee register, even though 35 Islamabad listings in SchoolNama's directory carry that name; missing from this list does not mean unregistered, so ask any campus for its PEIRA fee filing.
Tuition is only part of the bill, and the filings make the one-off and yearly extras visible. Preparatory School Islamabad lists an admission fee of 350,000, the Treehouse a registration fee of 250,000 (also on Red Oak High's 2025-26 filing), Headstart Gulmohar an 80,000 admission fee plus 45,000 under other annual charges for 2025-26, Headstart's GT Road campus a 75,000 registration fee plus 44,000 in other annual charges for 2025-26, and EDOPIA a 10,000 admission fee with 40,000 in other annual charges. Lahore Grammar School's two campuses list 50,000 for admission and 3,500 for registration. Uniforms, books, trips, examination board fees and transport are rarely in these lines, and the Express Tribune reported on 28 September 2026 that, on top of tuition, schools in the twin cities charge separately for annual charges, security, laboratory facilities, activities and examinations.
PEIRA's rules are the parent's best tool here. Its Fee-Determination Policy, notified on 6 August 2021 and still posted on the authority's website, says every school must hand parents a 'Schedule of Financial Charges' before admission listing every fee for the session, obtain the parent's acknowledgement, and levy no charge that is not on it. The same policy says fees may not rise during a session, that a late-payment fine may not exceed 5 percent of the fee in the 30-day bracket or 10 percent in the 60-day bracket, and that no school may compel families to buy uniforms, textbooks or stationery from a particular vendor, including the school's own shop.
On annual increases, the policy sets 2016-17 rates as the baseline, allows up to 5 percent a year with intimation to PEIRA, and says any rise above 5 percent needs PEIRA's prior permission and must stay between 6 and 8 percent; it makes no provision for anything higher. Permission depends on a scored assessment in which infrastructure and facilities carry 30 percent of the marks and classroom learning environment 20 percent; a score of 60 percent or more qualifies for the full 8 percent. Dawn reported in January 2026 that Dr Ghulam Ali Mallah, who heads PEIRA (ProPakistani calls him acting chairman), restated that no school may go beyond 8 percent a year and opened a complaint cell. Filed figures on the register often move faster than that. We counted 177 schools whose Grade I line carries a single 2025-26 figure and a single 2026-27 figure; 67 of those step up by more than 8 percent between the two, and several schools in the band above are among them. A handful of filings repeat a fee-year heading, and we left those out. That is not, by itself, evidence of a breach: the figures are supplied by the schools, carry no billing period, and the register records neither PEIRA's decisions nor years a school skipped updating or changes in what a line covers. If your school's figure jumps, raise it with the school and request PEIRA's written permission whenever the rise is over 5 percent.
What does the premium buy? The schools' own websites describe different things, and these are their claims, not our findings. Headstart says its Kuri campus is authorised for the full International Baccalaureate continuum (PYP, MYP and Diploma) and that its senior students take IGCSE, A Level or the IB Diploma, with Matriculation also listed in its menu. Preparatory School Islamabad, founded in 1990, says it keeps class numbers restricted and teaches towards Cambridge O Level; because it sits inside the Diplomatic Enclave, new parents need security clearance before visiting. The Treehouse's website describes an extended IGCSE course running from Grade 8 to Grade 10 and offers robotics and a French or Mandarin elective. Sheikh Zayed International Academy describes an IB continuum alongside Cambridge IGCSE and A Levels and says its pupils come from 23 nationalities.
Head counts give a rough sense of scale, with the same caveat that schools supply them. In their 2026 enrolment returns on the PEIRA site, Headstart Gulmohar reports 1,768 pupils and 126 teachers, Preparatory School Islamabad 1,021 pupils and 145 teachers, the Treehouse's F-8 school 419 pupils and 53 teachers, EDOPIA 113 pupils and 15 teachers, and Sheikh Zayed International Academy 86 pupils and 35 teachers. Teacher totals do not tell you class size, so ask how many children will actually be in your child's section.
Is the extra cost justified? Only against your child's needs. A family that wants the IB Diploma has few options at any price, and a child who needs small groups or specialist support may genuinely benefit from a school that offers them. But a high fee does not by itself mean better teaching, and the regulator's own scoring treats facilities as the biggest factor in allowing larger increases. Shortlist on curriculum route and commute first, then compare written fee schedules. Our /islamabad page and sector pages such as /islamabad/h-8 and /islamabad/f-8 list schools by area; /news/low-fee-schools-in-islamabad covers the other end of the market, /news/froebels-vs-roots-islamabad compares two big networks in depth, /compare lets you set campuses side by side, and /pick-and-drop and /tutors cover transport and extra help.

Checklist before you decide
- ✓Ask for the school's written Schedule of Financial Charges for the coming session before you pay anything; PEIRA's policy says no charge outside it may be levied.
- ✓Look up the campus on PEIRA's fee register (search by name, then open View Fee Structure) and note which fee year the latest column is.
- ✓Compare the class your child will actually join, including the O Level, IGCSE or A Level line if that is two or three years away.
- ✓Add up one-off charges (admission, registration, development or security deposits) and every yearly charge, then ask which are refundable and when.
- ✓If a fee goes up by more than 5 percent from one session to the next, ask the school for PEIRA's written permission, which any rise of 6 to 8 percent requires. PEIRA's policy allows nothing above 8 percent, and parents can take a complaint to PEIRA's complaint cell.
- ✓Ask whether books, uniforms, trips, clubs, lunches and board examination fees are included, and remember the policy bars schools from forcing you to buy from one vendor.
- ✓Ask the average and maximum number of children in your child's section, not the school's overall teacher count.
- ✓Price transport separately before deciding: a cheaper school close to home can cost less overall than a premium one across the city.
Frequently asked questions
Which schools are in the premium fee band in Islamabad?
Comparing the same class and fee year on ICT-PEIRA's register, the highest 2025-26 Grade I figures were filed by Lahore Grammar School's IB campus in H-8/1 (52,202), EDOPIA (47,355), Roots IVY River View (46,615), Preparatory School Islamabad (44,500), Headstart Gulmohar (42,600), the Treehouse School (41,917) and Future World's Signature campus (39,605). Several others sit just below. Headstart Kuri and Discovery Centre last filed for 2024-25, and the International School of Islamabad publishes dollar fees on its own site instead.
Are the PEIRA register figures monthly fees?
The register does not say. Its fee reports give a number for each class and fee year without stating the period or what it covers, and at least one school's figures are clearly on a different scale from the rest. PEIRA's 2021 policy says fees should be charged monthly, but that does not prove how each school filed. Use the register to compare schools and spot rises, then get the actual billing schedule from the school.
What is included in premium school fees?
The register only shows tuition lines by class plus, for some schools, admission, registration and 'other annual charges'. It does not say what those cover. PEIRA's policy requires schools to list every charge in a Schedule of Financial Charges before admission, so ask for that document and check whether books, uniforms, activities, trips, meals and board exam fees are included.
What extra charges should I expect?
One-off admission or registration fees on the register range from a few thousand rupees to 350,000 at Preparatory School Islamabad and 250,000 at the Treehouse, and several shortlisted schools file an 'other annual charges' line of roughly 24,000 to 50,000 on top of tuition. The Express Tribune reported in September 2026 that schools bill separately for annual charges, security, laboratory facilities, activities and examinations as well. Transport is extra almost everywhere.
By how much may an Islamabad private school lift its fees from one year to the next?
Under PEIRA's Fee-Determination Policy, up to 5 percent a year with intimation to PEIRA. Any rise above 5 percent needs PEIRA's prior permission after a scored assessment of the school, and even then it must not exceed 8 percent. Fees may not rise in the middle of a session. Dawn reported in January 2026 that PEIRA restated the 8 percent ceiling and set up a complaint cell for parents.
What actually separates one premium campus from another?
Mostly the programme and the setting. Some offer the International Baccalaureate (Headstart Kuri says it is authorised for the full IB continuum; Sheikh Zayed International Academy and the LGS IB campus also use the IB name), some focus on Cambridge IGCSE, O and A Level, and some are early-years or primary-only schools. Facilities, class sizes and language options are school claims you should check on a visit.
Does a premium fee make sense for every child?
No. A higher fee can buy a specific curriculum, smaller groups or particular facilities, which matter for some children and not for others. It does not guarantee better teaching or results. Decide what your child needs first, then pay for that, and compare the full written cost including transport.
Why do Beaconhouse and ISOI not appear in the main fee table?
We found no Beaconhouse-named school on PEIRA's fee register, and the International School of Islamabad is not on it either. The register lists about 1,085 schools, while ProPakistani reported about 1,500 registered in the city, so absence from this list does not mean a school is unregistered. ISOI publishes its 2026-27 fees in dollars on its website; for Beaconhouse, ask the campus for its PEIRA fee filing and written schedule.
