Low-Fee Schools in Sialkot: Affordable Options by Area and Curriculum

Sialkot district has 73 free Punjab Education Foundation partner schools, most of them outside Sialkot tehsil, and very few published school fees, so this guide sorts the options by who sets the price and lists the charges parents should total before they commit.

SchoolNama Editorial · 2 October 2026 · 13 min read

Short answer

Sialkot's lowest documented costs are at government schools, where the 2014 Punjab free-education Act's text rules out fees for classes one to ten (we could not confirm it is in force), and at the district's 73 Punjab Education Foundation partner schools, which may not charge the pupils PEF pays for. Fifty-three of those partners are outside Sialkot tehsil. We found no TCF campus listed for the district.

How we researched this: On 2 October 2026 we pulled PEF's FAS, EVS and NSP partner lists for Sialkot district and counted them by tehsil, read PEF's programme FAQs, the 2014 Punjab free-education Act, the consolidated 1984 private-institutions ordinance, BISE Gujranwala's September 2026 fee notification, Class 9 registration letter and 2026 Class 9 result overview, TCF's school finder, FBISE's affiliation list, the Cantonment Board Sialkot fee page and Pakistani news reports, and tallied SchoolNama's 62 Sialkot listings by script. Nothing is ranked.

Parents in Sialkot hear plenty of monthly figures for 'affordable' schools, but very few of them are written down anywhere a family can check. When we looked on 2 October 2026, the only school fee table we could find on an official website was a Cantonment Board Sialkot page for one Cantt school, and it carries no date. The private school website we opened, Madrassa Tuz Zahra's, shows no fee schedule on its homepage. With so little published, this guide does not line private schools up by price. It groups Sialkot's options by who decides the fee, sets out what BISE Gujranwala, the board for Sialkot district, now charges, and explains the Punjab rules that limit private fee rises. SchoolNama's Sialkot city page holds the 62 schools and colleges we currently list, and our earlier Sialkot guides to Matric and O Level schools go further into those choices.

We use four bands, and each describes who sets the price rather than any estimate of the market. Band 1 is free at the gate: government schools and the private schools that the Punjab Education Foundation (PEF) pays for per pupil. Band 2 is public-sector schools that do charge a fee, such as the school run by the Cantonment Board. Band 3 is a private school charging under Rs 4,000 a month for a class, and Band 4 a private school charging Rs 4,000 a month or more. The Rs 4,000 line is not ours: it is where Punjab's private-schools ordinance starts capping yearly increases. No public body publishes how many Sialkot private schools fall on each side of it, so we give no count.

Government schools anchor Band 1. Section 3 of Punjab's Free and Compulsory Education Act 2014 gives every child aged five to sixteen a right to free education from class one to ten, and says that at a school owned or controlled by the government or a local authority neither child nor parent is liable for any fee, charge or expense to complete it. Section 1 leaves the start date to a government notification, and allows different provisions to begin on different dates; we did not find a public record showing which sections are now in force. If a government school asks for money, ask what it is for and which written order permits it. Textbooks should be free: The Nation reported on 3 April 2026 that free textbook distribution had begun in Punjab's government schools at the start of the academic year, with 30 million books to be handed out. Some government schools in Punjab are now managed by private licensees under the Public School Reorganization Programme; Dawn reported on 1 December 2024 that, when the Lahore High Court dismissed petitions against the programme, lawyers for the government and PEF said that not raising fees was one of the licensing conditions. If a licensee runs your nearest government school, ask for its charges in writing.

The other half of Band 1 is PEF's partner schools: privately run schools that PEF pays for each pupil they teach. In Sialkot district they are spread unevenly. On 2 October 2026 PEF's partner search returned 47 Foundation Assisted Schools (FAS), 21 Education Voucher Scheme (EVS) schools and 5 New School Programme (NSP) schools for the district, 73 entries in all, each with its own PEF code. By PEF's tehsil labels, 41 are in Pasrur, 20 in Sialkot tehsil, 9 in Daska and 3 in Sambrial. Pasrur alone holds 31 of the 47 FAS schools. A few names repeat: Iqra Model School appears with both an FAS and an NSP code, Pakistan Public High School for Girls with both an FAS and an EVS code, and The National Model School with two FAS codes, so note the code, not just the name, when you visit.

PEF's FAQs spell out what these schools may not take from families. Once an FAS school signs its partnership agreement, it may not charge an enrolled pupil any fee in any form; the FAQ names fines, stationery, photocopying, class tours, admission and registration charges, school leaving certificates and model papers. The EVS FAQ applies the same rule to pupils holding a voucher card and says PEF provides Punjab textbooks free. Families cannot apply for a voucher themselves: cards go to NADRA-verified children nominated by EVS partner schools or identified through household surveys, and a card can be used only at an EVS partner. The NSP FAQ describes the programme as free education for out-of-school children and marginalised communities, with sites chosen where about 350 people live and no government or PEF school exists within a kilometre. What PEF pays a school per pupil each month depends on the programme. The EVS FAQ lists Rs 550 at primary level, Rs 600 at elementary, Rs 900 for secondary arts and Rs 1,100 for secondary science. For FAS schools, which make up most of Sialkot's partners, PEF's FAS overview lists Rs 750 for nursery to class two, Rs 800 for classes three to five, Rs 900 for six to eight, Rs 1,100 for nine and ten arts and Rs 1,300 for nine and ten science, rising to Rs 1,800 for eleven and twelve science.

Quality is checked too. FAS and EVS partners must display PEF's board at the main gate or another prominent spot. PEF holds an annual Quality Assurance Test in its partner schools. An FAS school passes when 75 percent of the pupils tested score at least 40 percent in every subject; for an EVS school the FAQ sets the bar at 50 percent of pupils. In both programmes a school that fails twice in a row is paid half while it attempts a third test, and a third straight failure ends the partnership. Asking a PEF school for its latest result is a reasonable question.

One detail shows why the code matters. PEF's EVS list for Sialkot tehsil includes a Shaheen Syed Model School, and SchoolNama holds a listing with the same name that our map-derived data types as a government school. We have not confirmed whether they are the same school; if they are, our type label is wrong, and it is a privately run PEF partner rather than a government school.

We found no campus of The Citizens Foundation (TCF) listed for Sialkot. TCF's school finder offered no Sialkot option in its city and district filter when we checked on 2 October 2026, and none of the schools on the Federal Board's affiliation list with Sialkot addresses carries the TCF name. Ask TCF directly if you believe there is a campus near you.

Band 2 covers schools run by a public body that still charge a fee. In Sialkot the one we could document is the Cantonment Board's own school. Cantonment Board Sialkot publishes a civilian fee table for the Cantt Public School & Girls College: Rs 7,500 admission and Rs 3,000 security at every level, with monthly fees of Rs 3,600 for pre-school, Rs 3,900 for classes one to five, Rs 4,200 for classes six to ten and Rs 4,800 for first and second year. The page shows no session or date, so confirm the figures with the school. The FBISE list carries a Cantt Public High School & Girls College on Mirza Abdul Rauf Road, Sialkot Cantt, which appears to be the same school. Because the board, not a private owner, runs it, we have not assumed that Punjab's private-school fee caps apply to it. The Federal Board's list also includes four F.G. Public Schools in Sialkot Cantt; we found no official fee schedule for them and place them in no band.

Board fees apply whichever band a school is in. Sialkot district sits within BISE Gujranwala's jurisdiction: the board's 2026 Class 9 result overview reports Sialkot among its six districts, and its Class 9 registration letter of 2 September 2026 is copied to the chief executive officer of the district education authority in Sialkot. Notification 59/26, dated 24 September 2026 and copied to all heads of schools in the board's jurisdiction, records new rates approved at the board meeting of 19 September with effect from that date. The processing fee at admission for classes 9 to 12 rises from Rs 1,000 to Rs 1,300. The SSC admission fee for science and arts with practicals, single part, rises from Rs 700 to Rs 900 for regular candidates and from Rs 750 to Rs 950 for private candidates, and rechecking from Rs 1,600 to Rs 2,000 a copy. We expect, though the notification does not say so, that the next round of Matric exam forms will be billed at these rates.

The board's letter 470 had reopened Class 9 registration for the 2026-28 session from 2 September to 1 October 2026, at Rs 2,050 for re-admission of a 2026 Class 9 candidate who had failed, been absent or cancelled a passed result, and Rs 8,000 for a pupil admitted on time but missed in the original registration, the higher sum including a Rs 600 late fee and a Rs 5,350 special fee. The letter says no Class 9 admission or registration would be allowed after 1 October 2026. That window closed the day before this guide was published, so if your child still needs Class 9 board registration, ask the school, before you pay anything, whether it can still be completed.

Bands 3 and 4 fall under section 7A of Punjab's 1984 ordinance on private educational institutions, in the consolidated text on the Higher Education Department's website. A school charging Rs 4,000 a month or more for a class may not raise that class's fee by more than five percent over the previous academic year; a class whose monthly fee stays under Rs 4,000 after the increase is outside that cap. A school wanting a bigger rise must apply to the Registering Authority at least sixty days before the new academic year, and the authority may allow no more than eight percent. The same section limits the admission fee, and separately the security, to one month's tuition, defines 'fee' to include any amount a school charges a student, and forbids schools from making parents buy books, uniforms or other material from a particular shop or provider. Under section 11, after giving the school a chance to defend itself, the Registering Authority may impose a penalty of up to Rs 20,000 a day for as long as the breach continues after notice. The 2014 Act, subject to the commencement question above, adds in section 13 that a private school may charge only tuition, admission fee and prescribed security, naming a 'building fund' as something it may not charge, and section 14 bans capitation fees.

Section 13 also says unaided private schools must admit, from class one, ten percent of each class free, including disadvantaged children from the neighbourhood, or provide vouchers for schooling elsewhere if the government so decides. The Nation reported on 28 July 2026 that a Punjab Assembly standing committee ordered private schools to provide free education to 10 percent of their pupils within ten days, and that its chairman said licences of schools that did not comply should be cancelled. We found no Sialkot procedure for families to apply, so ask each private school how it fills these places.

The monthly fee is only part of the bill. On the Cantonment Board's own figures, a family starting a child in class one at the Cantt Public School would pay Rs 14,400 in the first month (Rs 7,500 admission, Rs 3,000 security and Rs 3,900 tuition), almost four times the monthly fee; the page does not say whether the security is refunded. For any school, ask for every heading in writing: admission form, admission fee, security, annual or subscription charges, exam and lab fees, board fees, late-payment fines and transport, and add up the first twelve months. Because section 7A defines 'fee' to include any amount charged to a student, our reading, not a ruling, is that a new or larger annual charge counts towards the five percent cap at a private class billed Rs 4,000 a month or more.

Transport can cost more than tuition at a Band 3 school. SchoolNama does not yet list any pick-and-drop provider in Sialkot; the operators on our pick-and-drop page serve Islamabad and Rawalpindi, as do the providers on our tutors page. ProPakistani reported on 4 May 2026 that Punjab's new private-school registration rules would require schools to disclose their fee structures and provide transport for at least 50 percent of their students; we did not find the notification itself, so treat this as a press report. Ask whether the school owns its vans or uses a contractor, what a year costs, and whether you can opt out, and use our van safety checklist before you choose a driver.

On curriculum, Sialkot's lower bands lead mostly to Matric. Punjab government schools and PEF schools in the district come under BISE Gujranwala, and PEF's FAS overview says many FAS pupils have earned distinctions in their board exams. A separate group is affiliated with the Federal Board: we counted 17 Matric-level (SSC) entries with Sialkot-district addresses on the FBISE list, 10 of them in Sialkot Cantt, among them the four F.G. Public Schools, two Army Public School entries on Zafar Ali Road, the Cantt Public school, a Fauji Foundation Model School, a Rangers Public School and Roots International Schools & Colleges. The list also includes a Madrassa Tuz Zahra High School at Toorabad, near our listing of Madrassa Tuz Zahra on Toorabad Road. We found no current official fee schedule for any Cambridge school in Sialkot, so we place none in a band. SchoolNama's own curriculum tags are sparse: of 62 listings, 36 have none, 22 are tagged Matric and 4 Matric and FSc. All 26 tagged listings are typed public, and every public listing is tagged, including primary schools, colleges of commerce and polytechnics, so the tag reflects school type rather than a checked curriculum.

Fees cannot tell you which part of Sialkot offers better value: none of our Sialkot listings carries a fee record, and nobody publishes a neighbourhood fee survey. Our three area pages show where listings sit. Cantt has 31 (13 typed public, 17 private, 1 trust), Model Town 16 (7 public, 9 private) and Kashmir Road 15 (6 public, 8 private, 1 trust). Listings typed public in those files include Government Pilot High School, Govt. Christian Higher Secondary School and Government Girls Higher Secondary School (Cantt), Sialkot Model School and Government Girls High School Hundal (Model Town), and Govt. Girls High School and two Govt. Primary Schools (Kashmir Road). The area pages are broad zones: listings named after places such as Hundal and Ladhar are filed under Model Town, and two listings whose names indicate government schools (spelled 'Govet.' and 'Governemt' in our data) are typed private, so treat our type labels as unconfirmed. PEF's lists point the other way from our data: 53 of the district's 73 PEF partners are outside Sialkot tehsil, 41 of them in Pasrur. Our inference, not a measured finding, is that a family in Pasrur or Daska may have a free PEF school nearer home than any school we list.

A lower fee is not evidence of weaker teaching, and a higher one proves nothing on its own. Weigh the full-year cost against things you can check: the school's registration with the district education authority, how many of its candidates sat and passed Matric recently, class sizes, and for a PEF school its Quality Assurance Test result. For a yardstick, BISE Gujranwala's 2026 Class 9 overview shows 63,864 candidates appeared from Sialkot district and 29,270 passed, 45.83 percent, against 46.66 percent across the board; ask a school how its own pupils compared. Once you are down to two or three schools, SchoolNama's compare page sets our records side by side, but fees, board details and results should come from each school directly.

Checklist before you decide

  • ✓Decide which band you are looking in: government school, PEF partner, a fee-charging public-sector school in the cantonment, or a private school either side of Rs 4,000 a month.
  • ✓At a government school, ask whether any money is collected, for what, under whose written order, and whether a private licensee now manages the school.
  • ✓At a PEF school, look for PEF's board at the gate, write down the PEF code, and ask for the latest Quality Assurance Test result.
  • ✓For an EVS voucher, ask an EVS partner school to nominate your child; PEF does not take applications from families.
  • ✓If you live in Pasrur or Daska, check PEF's partner list for your tehsil before assuming the nearest free school is in the city.
  • ✓Ask a private school how it chooses the children for its ten percent free places.
  • ✓Get the first twelve months in writing: admission form, admission fee, security, tuition, annual charges, exam and lab fees, board fees and transport.
  • ✓Check that the admission fee and the security deposit are each no more than one month's tuition at a private school.
  • ✓Compare this year's total for the class with last year's; at a private class billed Rs 4,000 a month or more, a rise above five percent needs the Registering Authority's approval.
  • ✓Ask whether the security deposit is refundable and on what conditions.
  • ✓Buy books and uniforms where you choose; a private school may not require a particular supplier.
  • ✓Budget for BISE Gujranwala's higher processing and SSC admission fees, in effect from 19 September 2026.
  • ✓Find out which board the school's Class 10 pupils sit: BISE Gujranwala or the Federal Board.
  • ✓Time the school run at real opening and closing hours before comparing tuition.

Frequently asked questions

Which schools in Sialkot fall into the lowest fee bands?

Government schools, where the text of Punjab's 2014 free-education Act rules out fees for classes one to ten (though we could not confirm the Act is in force), and the 73 PEF partner schools PEF lists for Sialkot district (47 FAS, 21 EVS, 5 NSP), which may not charge the pupils PEF pays for. Most of those partners are in Pasrur, Daska and Sambrial rather than Sialkot tehsil. We found no TCF campus listed for the district.

What extra charges should Sialkot parents ask about?

Admission form and admission fee, security deposit, annual or subscription charges, exam, lab and activity fees, board registration and exam fees, late-payment fines and transport. At a private school the admission fee and the security are each capped at one month's tuition. BISE Gujranwala raised its processing fee for classes 9 to 12 to Rs 1,300 from 19 September 2026.

How much can a Sialkot private school raise its fees each year?

Under section 7A of Punjab's 1984 private-institutions ordinance, a class charging Rs 4,000 a month or more may rise by at most five percent a year, or up to eight percent if the Registering Authority approves an application made at least sixty days before the session. A class still under Rs 4,000 after the increase is outside the cap.

What curriculum do Sialkot's lower-cost schools follow?

Punjab government schools and PEF schools in the district take BISE Gujranwala's Matric exams. In Sialkot Cantt, schools including four F.G. Public Schools and a Cantt Public High School & Girls College, which appears to be the Cantonment Board's school, are on the Federal Board's affiliation list. We found no current official fee schedule for any Cambridge school in Sialkot, so none is placed in a fee band.

Which areas of Sialkot offer better value?

No one publishes fees by neighbourhood, so price alone cannot answer this. Free PEF partner schools are concentrated outside Sialkot tehsil: 41 of the district's 73 are in Pasrur tehsil, 20 in Sialkot tehsil, 9 in Daska and 3 in Sambrial. Shortlist suitable schools near home and work out each one's full-year cost, transport included.

How should value be judged?

Compare the year's total cost with facts you can verify: registration with the district education authority, how many candidates the school entered for Matric and how many passed, class sizes and, at a PEF school, its Quality Assurance Test result. In BISE Gujranwala's 2026 Class 9 exam, 45.83 percent of Sialkot district's candidates passed, a useful yardstick when a school quotes its own results.

Is the Cantonment Board school in Sialkot Cantt a low-fee option?

Cantonment Board Sialkot's undated civilian fee page lists monthly fees of Rs 3,600 to Rs 4,800 by level for the Cantt Public School & Girls College, plus Rs 7,500 admission and Rs 3,000 security. That puts a first month in class one at Rs 14,400. Confirm current rates with the school before deciding.
