Low-Fee Schools in Multan: Fee Bands, Board Charges and Questions for Parents

Our searches turned up no Multan private school that publishes its fee schedule online, so this guide is built from costs that are documented: free government and PEF places, BISE Multan's 2026 Class 9 charges, and the Punjab rules that cap what private schools can take.

SchoolNama Editorial · 1 October 2026 · 12 min read

Short answer

Multan's documented low-cost options are free places: Punjab's government schools, where the 2014 free-education law's text rules out fees for classes one to ten, and 612 schools on the Punjab Education Foundation's lists for Multan district, which are barred from charging the pupils PEF funds. Private schools here don't publish official fee schedules, so judge them on a written full-year total.

How we researched this: Checked on 1 October 2026: the three PEF partner lists (FAS, EVS, NSP) for Multan district (downloaded and tallied by tehsil), Punjab's 2014 free-education Act, the consolidated 1984 private-institutions ordinance, three 2026 BISE Multan notices on Class 9 registration and re-admission, the FBISE affiliation list, TCF's websites and Pakistani news reports. SchoolNama's 171 Multan listings were tallied by script. No school is ranked and no aggregator fee is used.

Most online lists of cheap schools in Multan pair each school with a monthly number and never say who supplied it. We went looking for fees a parent could trace back to its source, the school itself or an official body, and on 1 October 2026 we could not find a Multan private school that posts its fee schedule on its own website; nor did we find any public fee register covering the district. So there is no price ranking here. Instead, Multan's options are grouped according to who fixes the cost, BISE Multan's own published charges are set out, and the Punjab rules on private-school fees are explained in plain terms. SchoolNama's Multan page lists all 171 schools and colleges we hold for the city, and our separate Multan guides on choosing a school and on Matric schools go deeper on those decisions.

Four bands are used throughout, based on who decides what you pay rather than on guesses about the market. Band 1 is free: Punjab's government schools and the private partner schools whose pupils PEF funds. Band 2 is a small fee scaled to household income, which is how TCF says its model works. Band 3 covers private schools where a class costs less than Rs 4,000 monthly; Band 4 covers those charging Rs 4,000 monthly or more. The Rs 4,000 threshold is not ours: Punjab's private-schools ordinance uses it to decide whether yearly increases are capped. Cantonment schools run by the federal government or the army are listed separately and left unbanded, since we found no officially published fees for them. Nobody has published a tally of Multan's private schools by these two bands, and we have not invented one.

Start with government schools. Section 3 of Punjab's 2014 free-education Act entitles children aged five to sixteen to schooling from class one to class ten without cost, and states that where the school is owned or run by the state or a local council, the child and parent owe nothing for completing that schooling, whether it is called a fee, a charge or an expense. The Act only takes effect through government notification, and it may be switched on one provision at a time; we found no public record of what has been notified. Should a government school request payment into a fund, it is fair to ask what order authorises it. Textbooks are free too: The Nation reported in early April 2026 that distribution of free books had started in Punjab's government schools, with over 30 million to be handed out this year. Some government schools are now operated by private licensees through the Public Schools Reorganisation Programme. In a report published on 1 December 2024 on the Lahore High Court's dismissal of petitions against it, Dawn said the government had argued fees had not gone up and that this was a licensing condition. If a licensee runs your nearest government school, get its charges in writing.

PEF partner schools are private schools on contract to the foundation, which pays them for each enrolled child. Under PEF's FAQ for the Foundation Assisted Schools programme (FAS), from the day a school signs its agreement it cannot take money from an enrolled pupil under any heading; the list given includes fines, stationery and photocopying, trips, admission and registration charges, leaving certificates and model papers. The FAQ for the Education Voucher Scheme (EVS) applies the same prohibition to voucher-card holders. Parents cannot ask for a voucher card themselves: PEF's answer is a flat no, and cards go only to children whose records NADRA has verified, after an EVS partner school nominates them or a household survey picks them out. The New School Programme (NSP), which PEF started in 2007, places schools, according to its NSP overview, in communities of at least 350 households that lack any government or PEF school inside a one-kilometre radius; its FAQ says education there is provided free of cost and its overview mentions free PITB textbooks. For a sense of the public money behind each seat, PEF's FAS page lists per-child payments from Rs 750 (nursery to class two) to Rs 1,800 (science, classes eleven and twelve), and its NSP page lists Rs 550 for primary up to Rs 1,500 for higher-secondary science.

On 1 October 2026 we pulled PEF's three Multan district lists: 377 FAS partners, 112 EVS partners and 124 NSP entries. One NSP entry is called 'NSP Test School' and carries a Lahore tehsil label, so we dropped it, leaving 612. No PEF school code is shared between lists. PEF tags each school with a tehsil; on those tags, 397 sit in Multan tehsil (PEF does not split Multan City from Multan Saddar), 120 in Shujabad (spelt 'Shujjabad' by PEF) and 95 in Jalalpur Pirwala. School names are a poor guide because they recur: 'Shaheen Public School' turns up seven times under seven different codes, so note the code. PEF tells partner schools to display its board at the main gate or somewhere equally visible. FAS schools also take PEF's annual Quality Assurance Test, and according to the FAQ three failures in a row end their funding, so asking a school for its most recent result is reasonable.

Even a free school leaves you with the Matric board's charges. In notification 223, dated 29 April 2026, BISE Multan fixed what each Class 9 pupil pays to register for the 2026-28 session. A pupil at a private school pays Rs 2,900: Rs 1,000 as registration plus Rs 1,900 covering processing, sports, scholarship and development funds. A government-school pupil pays only the Rs 1,900. Missing the normal deadline costs another Rs 600 per pupil, taking those amounts to Rs 3,500 and Rs 2,500. The same notice requires pupils of PEF-managed schools to pay the registration, processing, sports and development charges; since PEF's own FAQ forbids partner schools from collecting registration fees from pupils, ask your school who actually pays. Notification 264 of 8 June 2026 pushed the deadlines back, to 8-22 June without penalty and then from 23 June until 7 July with the Rs 600 late charge. For pupils repeating Class 9, notification 352 of 2 September 2026 set re-admission at Rs 2,200 up to 17 September, or Rs 4,200 including a Rs 2,000 fine up to 19 October 2026. The board copies these notices to the district education authorities of Multan, Khanewal, Vehari and Lodhran.

TCF fills Band 2 where it operates. Its US affiliate's FAQ, which carries no date, says every school-age child is eligible, that a principal sits down with each family to work out a fee it can comfortably manage given its income and the number of people at home, and that monthly fees range from Rs 10 up to Rs 250. Families can spread the cost of books and uniforms, and those unable to pay receive them free. TCF's Pakistan site counts 2,342 school units nationwide and 998 in Punjab. What we could not establish is whether any are in Multan district: neither TCF's schools page nor the Federal Board list, which we searched for TCF entries with Multan, Shujabad or Jalalpur Pirwala addresses, showed one. Contact TCF before relying on it.

The federal and army group sits Federal Board exams. FBISE's affiliation list has 13 Matric-level (SSC) entries with Multan addresses by our count, every one in or next to the cantonment: eight for F.G. public schools, two of which are second shifts, four for Army Public Schools, and one for the Fauji Foundation Model School. We could find no officially published fees for any of them, so request the schedule from the school. SchoolNama's Multan data files several F.G. schools and an Army Public School and College listing under Bosan Road.

For Bands 3 and 4 the key text is section 7A of the 1984 Punjab ordinance on private educational institutions; we read the consolidated version the Higher Education Department publishes. In short, once a class costs Rs 4,000 or more per month, its fee can rise by at most 5% over last academic year, while a class that remains below Rs 4,000 once the increase is added escapes the limit. A school wanting a bigger rise has to apply to the Registering Authority, with reasons, at least sixty days before the new academic year begins, and the most that authority may grant is 8%. A month's tuition is also the ceiling for an admission fee, and separately for a security deposit. For this section, 'fee' covers admission, tuition, security, lab and library charges and anything else a school collects from a student, and no school may oblige parents to buy books, uniforms or other items from one designated shop or supplier. Under section 11, after a reasonable opportunity of defence, the Registering Authority can fine the school's person in charge up to Rs 20,000 a day, counted from the date notice of the breach is served until it stops. The 2014 Act's text adds its own limit in section 13 (subject to the same notification caveat): a private school may collect only tuition, an admission fee and the prescribed security, expressly ruling out a 'building fund' or any similar heading, and section 14 outlaws capitation fees on admission.

Private schools may also owe free places. Section 13 of the 2014 Act says a private school that gets no state aid shall admit, from class one upwards, children making up ten percent of each class, disadvantaged local children among them, and to teach them free, or else fund vouchers at another school if the government chooses that route; as noted above, we found no public record of which provisions of the Act have been notified. On 28 July 2026 The Nation reported a Punjab Assembly standing committee ordering every private school to educate ten percent of its children free within ten days, on pain of licence cancellation. We found nothing specific to Multan on how families apply, so ask each school how its free seats are allocated.

A low monthly fee can still add up to a high annual bill. Allied Schools, one of whose Multan campuses appears in our listings, describes its charge types online without giving amounts: an admission fee and a processing fee, each charged once and not refundable; an annual subscription billed at the start of the session; a security deposit that comes back when the child leaves; tuition usually collected two months ahead; and a late-payment charge. Ask every school for the equivalent list in writing, then add exams, board dues, activities and transport, and work out the twelve-month total. Since section 7A treats any sum a school collects as 'fee', we read it, as an inference and not a legal ruling, to mean that adding or raising an annual charge counts toward the 5% limit in classes priced at Rs 4,000 or above. Compare the year's total with last year's, not just the tuition line.

Transport is often the cost that tips the balance. At present SchoolNama lists no pick-and-drop operator in Multan; the providers on our pick-and-drop page are in Islamabad and Rawalpindi. According to a ProPakistani report of 4 May 2026, revised Punjab registration rules would oblige private schools to disclose fee structures and offer transport to 50 percent or more of their students; we could not locate the official notification, so this is a report, not a confirmed rule. Find out whether the school operates its own vans, the annual charge, and whether the service is optional, and go through our van safety checklist before agreeing to any operator.

Schools in the lower bands generally lead to Matric: BISE Multan's Class 9 notice covers government and affiliated private schools, and its rules name PEF-run schools too, while the F.G. and army schools sit Federal Board papers instead. PEF's FAS overview claims many of its students have won distinctions in BISE exams. No Cambridge school in Multan had an official fee schedule we could find, so we say nothing about their band. SchoolNama's own tags are thin: of 171 Multan listings, 125 carry no curriculum, 33 say Matric and 13 say Matric and FSc. Those 46 tags belong only to listings typed as public, and no public listing lacks one, so treat the tag as a by-product of school type, not a checked curriculum. By name, 15 of the 46 are colleges or institutes and 8 are federal (F.G. or Federal Government); one federal college is in both groups.

Is any part of Multan better value? Fees cannot answer that: none of SchoolNama's Multan listings has a fee record, and nobody publishes a neighbourhood fee survey. Our data does show where listings cluster. New Multan has 50 (10 public, 40 private); Cantt 45 (12 public, 33 private); Gulgasht Colony 45 (16 public, 29 private); Bosan Road 31 (8 public, 19 private, and 4 our data types as trust schools, among them the Army Public School and College). Government schools in these areas include Govt Pilot High School (Cantt), Govt Model High School and Govt. Comprehensive Higher Secondary School (New Multan), and Govt Girls High School and Govt Millat Boys High School (Gulgasht Colony). All our listings are in the city, whereas 215 of the 612 PEF schools are out in Shujabad and Jalalpur Pirwala tehsils. We infer, without having measured it, that families outside the city may have a free PEF school closer than anything on SchoolNama, so local enquiries matter.

Price is not a quality signal in either direction. Measure the full-year cost against checkable facts: whether the district education authority has registered the school, recent Matric results as numbers sat and passed (the BISE Multan site links a Matric result gazette and statistical data), class sizes and, for PEF schools, Quality Assurance Test performance. Once only two or three schools remain, the SchoolNama compare page lines up our records, and the tutors page helps price extra support if any shortlisted school is thin in a subject. Get fees, board details and results from each school itself.

Checklist before you decide

  • ✓Pick your band first: government school, PEF partner, TCF if a campus exists near you, or a private school on either side of the Rs 4,000 monthly line.
  • ✓Ask a government school if it takes money for any fund, on whose order, and whether a private licensee now manages it.
  • ✓At a PEF partner, look at the gate for PEF's signboard, write down its PEF code and request the latest Quality Assurance Test result.
  • ✓Hoping for a voucher? Only an EVS partner school can put your child forward, because PEF does not take direct applications.
  • ✓Before Class 9, ask a PEF school who covers the BISE Multan registration charges.
  • ✓Ask private schools how their ten percent free seats are allotted.
  • ✓Get the first year's total on paper: admission, processing, security, tuition, annual charges, exams, board fees and transport.
  • ✓Confirm that neither admission fee nor security deposit is above one month of tuition.
  • ✓Line up what the class costs this year against what it cost last year; where the class's monthly fee is Rs 4,000 or more, a rise beyond 5% must be approved by the Registering Authority.
  • ✓Find out how many months each tuition bill covers and what late payment costs.
  • ✓Buy books and uniforms from any shop you choose.
  • ✓Note BISE Multan's Class 9 registration dates; late registration for 2026-28 added Rs 600 per pupil.
  • ✓Do the school run at real opening and closing times before comparing tuition.

Frequently asked questions

Which Multan schools are in the lowest fee bands?

Punjab's government schools, where the 2014 free-education Act's text rules out fees for classes one to ten, and the 612 PEF partner schools on PEF's Multan district lists (377 FAS, 112 EVS, 123 NSP), which cannot charge the pupils PEF funds. TCF's means-tested fee runs from Rs 10 up to Rs 250 monthly, but we found no confirmed TCF campus in the district, and no Multan private school publishes official fees.

What hidden or extra charges should Multan parents check?

Admission and processing fees, the security deposit, any yearly subscription, charges for labs, the library and activities, BISE registration and exam fees, late-payment charges and transport. Punjab's ordinance limits the admission fee or security to one month's tuition and forbids forcing parents to a single book or uniform seller. For the 2026-28 session, BISE Multan's on-time Class 9 registration cost Rs 2,900 per private-school pupil.

Is there a limit on yearly fee increases at Multan private schools?

Yes, once a class costs Rs 4,000 monthly or above: section 7A of the 1984 Punjab ordinance on private institutions allows at most a 5% rise on last year's fee, or up to 8% if the Registering Authority agrees. A class that is still below the Rs 4,000 line after its rise is not covered.

Which curricula do lower-fee schools in Multan offer?

Mainly Matric with BISE Multan, whose 2026-28 Class 9 registration notice covers government and affiliated private schools, and whose rules name PEF-run schools too. The F.G. and army-run schools in the cantonment are affiliated with the Federal Board instead. No Cambridge school in Multan had official fees we could find, so none is placed in a band.

Which areas of Multan offer better value?

No neighbourhood fee survey exists, so fees cannot settle it. PEF's lists do show free places spread well beyond the city, with 120 partner schools in Shujabad and 95 in Jalalpur Pirwala. Inside the city, shortlist suitable schools near where you live and price each for twelve months, transport included.

How can I tell if a cheaper school offers good value?

Weigh the yearly total against facts you can verify: district registration, recent Matric results as candidates sat and passed, class sizes and, for PEF partners, how they fared in the Quality Assurance Test. A smaller fee is not in itself evidence of weaker teaching.

How does a child get a PEF place in Multan?

Partner schools carry PEF's signboard, and PEF's website lets you look up its partners by district and programme. FAS and NSP schools take pupils free. Families cannot request an EVS voucher card; PEF gives cards to children verified through NADRA once an EVS partner nominates them or a household survey identifies them.
