Low-Fee Schools in Lahore: Free, Subsidised and Budget Options, and What Schools May Legally Charge
Few Lahore private schools publish their fees, and the figures passed around online rarely lead back to the school. This guide starts from what is written down: the free and subsidised routes the Punjab government, the Punjab Education Foundation and TCF describe, the limits Punjab law puts on private-school fees, and the charges to ask about before you pay.
Short answer
Lahore's cheapest routes with officially documented costs are government schools, where Punjab's 2014 education law says parents pay nothing; Punjab Education Foundation partner schools, which PEF says charge enrolled pupils nothing; and TCF schools, where a TCF site gives Rs 10 to Rs 250 a month on a sliding scale. We found no official fee list for any named private school, so test each against Punjab's fee rules.
How we researched this: On 30 September 2026 we read the Punjab Free and Compulsory Education Act 2014, the consolidated Punjab Private Educational Institutions (Promotion and Regulation) Ordinance 1984 on the Punjab Higher Education Department's website, the Punjab Education Foundation's programme pages, TCF's own websites, BISE Lahore's 2026 Class 9 registration notice and news reports in Dawn, The Nation, ProPakistani and Daily Ausaf. We checked two chains' official websites for fee amounts and our own Lahore listings. We did not rank schools, and no fee in this guide comes from an aggregator site.
Search for low-fee schools in Lahore and you mostly find lists of private schools with a monthly figure beside each name. We tried to trace such figures back to the schools themselves and could not do it for any named private school. Of two large chains whose official websites we checked, Allied Schools lists its kinds of fee without amounts, and The Educators' FAQ points to an admissions page that has no fee details. So this guide does not rank schools by price. It sets out the routes whose cost is written down by the government, the Punjab Education Foundation (PEF) or the operator, the legal limits on what a private school may charge, and the questions that bring out a school's full first-year cost. SchoolNama's Lahore city page lists the campuses we hold, and separate guides cover the best schools in Lahore, O Level schools in Lahore and Matric schools in Lahore.
We sort schools into four fee bands by who sets the price, not by a guess at market rates. Band A is free by law or by programme: government schools and PEF partner schools. Band B is a nominal fee set by need: TCF. Band C is a private school charging less than Rs 4,000 a month for a class, and Band D one charging Rs 4,000 or more. The Rs 4,000 line is not ours. It is the threshold in section 7A of the Punjab Private Educational Institutions (Promotion and Regulation) Ordinance 1984, and it decides whether a school's yearly fee increase is capped. Nobody publishes how many Lahore schools sit in each band, and we make no claim about it.
Government schools are the base of Band A. The Punjab Free and Compulsory Education Act 2014 gives every child aged five to sixteen a right to free and compulsory education from class one to ten, and says that in a school owned or controlled by the government or a local authority, a child or parent shall not be liable to pay any kind of fee, charge or expense for completing that education. The Act also says it comes into force on dates the government notifies, provision by provision, and we could not confirm which provisions have been notified, so ask the school whether it collects any fund and under what instruction. Textbooks are part of the offer: The Nation reported on 3 April 2026 that 30 million free books were being distributed to government-school students across Punjab. For school-level information, the Punjab School Education Department's website runs a School Information System covering the province's public schools.
Free schooling does not mean every charge disappears. BISE Lahore's revised notice of 9 June 2026 for Class 9 registration in the 2026-28 session set the charge at Rs 2,300 per student: an enrolment fee of Rs 1,150, a processing fee of Rs 870 and a sports fee of Rs 280. Government institutions registering by 22 June 2026 were exempt from the enrolment fee but not from the other two, which come to Rs 1,150, and forms submitted between 23 June and 7 July 2026 carried a further Rs 600 per student. Ask any school, government or private, what it will pass on to you at Class 9 and Class 10.
The second half of Band A is PEF's partner schools: private schools whose places the foundation pays for. PEF describes three programmes. Foundation Assisted Schools (FAS), launched in 2005, has around 3,586 partner schools with about 1.72 million students across all districts of Punjab, and PEF's FAQ says a partner school may not charge an enrolled student any fee in any form, naming fines, stationery, photocopies, trips, admission charges, school-leaving certificates, registration and model papers. The Education Voucher Scheme (EVS), launched in 2006, started in Lahore's slum areas and, according to PEF's site, covers all 36 districts, with about half a million children registered in more than 1,780 partner schools; voucher holders cannot be charged either, and PEF provides Punjab textbooks free. The New School Programme (NSP), started in 2007, opens schools where there is no government or PEF school within a kilometre, also free, with free textbooks.
Getting a PEF place takes some legwork. PEF's EVS FAQ says families cannot apply for a voucher directly: vouchers are issued to NADRA-verified children nominated by partner schools or found through household surveys, and they can be used only at EVS partner schools. PEF says every partner school must show a PEF board at its gate, and its website has an FAS partner-schools page that filters by district, Lahore included. Its site showed an expired security certificate when we visited on 30 September 2026, so your browser may warn you before it opens.
PEF schools come with a built-in quality check that most private schools do not publish. Each year PEF gives its partner schools a Quality Assurance Test. An FAS school passes when 75% of the students tested score at least 40% in every subject; for EVS the bar is half the students at 40%. A school that fails two tests in a row has its payment cut to half, and a third failure ends the partnership, according to PEF's FAS, EVS and NSP pages. EVS schools are also graded A+ to D every year on test and board results, retention and facilities, and PEF sets a limit of 30 students per teacher and treats more than 35 in a classroom as overcrowding. Ask a PEF school for its latest test result and category.
The table below shows what PEF pays a partner school for each child. These are not fees parents pay; they show what the province's own programmes spend on a place. For EVS and NSP, PEF gives the rates as monthly amounts, from Rs 550 for a primary pupil to Rs 1,100 for an EVS secondary science student and Rs 1,500 for NSP higher secondary science. The FAS table does not say what period its per-child figures cover, so we show them as PEF gives them.
Band B is The Citizens Foundation. TCF says it runs 2,261 school units across Pakistan, 989 of them in Punjab, and its school finder lists campuses in Lahore. The FAQ on the website of TCF's US affiliate says any child of school age can be admitted, that the principal meets each family to agree what it can pay based on income and household size, and that tuition runs on a sliding scale from Rs 10 to Rs 250 a month. It adds that families get easy terms for uniforms and books, and that those who cannot pay get them free. That page carries no date, so confirm the current figure with the campus. TCF says it uses its own textbooks for most subjects, and our Matric guide found TCF schools with Lahore addresses on the Federal Board's list of affiliated institutions, so ask which board your child's Class 10 will sit. Our own listings are thin here: only one Lahore listing, which appears as 'TCF Middel Girls School Manhala' in the map data we imported, carries the TCF name, and our data marks it private.
Private schools can also carry free places. Section 13 of the 2014 Act says a private school that receives no government aid shall admit, in class one and then in every class, ten percent of the strength of that class, children including disadvantaged children from the neighbourhood, and give them free education, or else provide vouchers for their education elsewhere, as the government decides ProPakistani reported on 14 July 2026 that the District Education Authority Lahore, citing the Punjab Free and Compulsory Education Rules 2024, had given private schools three days to submit records of pupils admitted under the 10 percent quota. Daily Ausaf reported on 28 July 2026 that a Punjab Assembly standing committee had told private schools to provide free education to ten percent of deserving children within ten days or have their licences cancelled; a committee member suggested the School Education Department pick the children, and the education secretary said data on implementation was being gathered. We found no published way for parents to apply, so ask the school, and the district education office, how its free places are allotted.
For Bands C and D, Punjab law sets the rules. Under section 7A of the 1984 Ordinance, in the consolidated text on the Punjab Higher Education Department's website, which records amendments up to 2020, a school charging Rs 4,000 a month or more for a class may not raise that class's fee by more than five percent over the previous academic year. The limit does not apply where the monthly fee, including the increase, stays below Rs 4,000. A school wanting more than five percent must apply to the Registering Authority at least sixty days before the new year, and the authority may allow up to eight percent. The same section says the admission fee or the security may not exceed one month's tuition, defines 'fee' to include admission, tuition, security, laboratory, library and any other amount charged, and bars a school from making parents buy textbooks, uniforms or other material from a particular shop. Section 11 lets the Registering Authority impose an administrative penalty of up to Rs 20,000 a day while a breach continues.
Lahore's education officials have restated these limits. ProPakistani reported on 10 July 2025 that the District Education Authority Lahore had told private schools to keep yearly increases within five percent, collect no more than one month's fee at a time, take no advance payments, charge nothing for summer camps, stop tying books and uniforms to particular vendors and not expel pupils for paying late. The courts have stepped in before: Dawn reported in February 2020 that the Lahore High Court partly set aside district registration authority orders allowing eight percent increases because they did not conform to a Supreme Court judgment. Enforcement is another matter. In January 2025 ProPakistani reported parents in Punjab saying monthly fees had risen by Rs 1,000 to Rs 2,000 and annual charges of up to Rs 20,000 had been demanded, while the president of the All Pakistan Private Schools Management Association said the increases were within the law.
The School Education Department's website also links a 'Re-Calculation of Fee Structure Private Schools for Lahore District' file and a school-wise search. The search's web address did not load when we tried on 30 September 2026, and the file is a 504-page scan we could not read by machine or date, so we have not used either. If you want to check a particular school against it, try the department's site yourself or ask the district education office.
Hidden costs are where a low tuition figure can mislead. Allied Schools' own fee-policy page is a useful map of the charges a chain may name: a one-time admission or processing fee, which it says is non-refundable; an annual subscription fee at the start of each session; a refundable security deposit; tuition; and a late fee. Ask any school for each of those in writing, plus exam, board and activity charges. Because section 7A counts any amount a school charges as part of its 'fee', our reading is that a new annual charge falls within the five percent limit for a school at Rs 4,000 or more, so ask for the year-on-year total, not just the tuition line. For books and uniforms, the law lets you buy wherever you like; our guide to second-hand books and uniforms covers where to look.
Transport can outweigh tuition at the lower bands. Dawn reported in November 2024 that the Lahore High Court had directed schools to transport students by school bus after that winter's vacation, as part of its smog measures, and had warned schools against sending parents notices disclaiming responsibility. In January 2025 ProPakistani reported that some schools had since imposed transport charges of Rs 30,000. We could not confirm how that order stands today, so ask whether a school runs its own buses or vans, what they cost for the year, and whether the fee is optional. SchoolNama does not yet list any pick-and-drop providers in Lahore; our van safety checklist lists what to check before you sign up with anyone.
On curriculum, the cheaper routes mostly lead to Matric. Lahore's Punjab government high schools enter candidates with BISE Lahore, as the board's own results in our Matric guide show, and PEF's FAS page says many of its students have earned distinctions with their BISE boards. TCF uses its own textbooks, and the TCF schools with Lahore addresses that our Matric guide found are on the Federal Board's list. We found no official fee schedule for any Cambridge school in Lahore and do not suggest one belongs in any band here; our O Level guide covers those schools. Our own data can help only a little: of our 452 Lahore listings, 353 have no curriculum recorded, 95 are tagged Matric, 21 of them also FSc, and two each are tagged O Level and IB. Every one of the 95 Matric-tagged listings is a public one, though the tag is unreliable, as our Matric guide explains (it includes colleges, universities and primary schools), and 82 of our 95 public listings have names beginning 'Govt', 'Government' or 'City District Government'.
Lower fees do not by themselves mean lower quality, and higher fees do not guarantee better teaching. Our Matric guide sets the board's own 2025 pass figures for government and private schools side by side, and some government schools in it passed a larger share of their Class 10 candidates than some well-known private ones, though across the board in 2025 regular candidates from government institutions passed at 71% against 86.03% from private institutions. So judge value on the whole year's cost against things you can check: the school's registration with the district, its most recent board results in numbers (candidates entered and passed), class sizes, and for a PEF school its latest test result and category.
We cannot yet tell you which Lahore areas offer better value, because we hold no fee records for any Lahore listing and have found no published fee survey by neighbourhood. Our six Lahore area pages, for DHA, Gulberg, Model Town, Johar Town, Bahria Town and the Cantonment, group listings broadly: government schools in Samanabad and Baghbanpura, for example, sit under our Gulberg and Cantt pages. The 2014 Act frames free education around a school in the child's neighbourhood, and in a city this size the nearest adequate school often saves more than a lower tuition figure across town. When you have two or three schools in mind, SchoolNama's compare page shows what we hold on each, but get the fees, the board and the latest results from the school itself.

Checklist before you decide
- ✓Decide which band you are looking in first: a government school, a PEF partner school, TCF, or a private school below or above Rs 4,000 a month.
- ✓For a government school, ask whether it collects any fund or charge, and under what instruction, since the 2014 Act says parents are not liable to pay for class one to ten.
- ✓For a PEF school, look for the PEF board at the gate, and ask for its latest Quality Assurance Test result and, for an EVS school, its A+ to D category.
- ✓If you hope for an EVS voucher, ask a partner school whether it will nominate your child; PEF says families cannot apply directly.
- ✓For TCF, meet the principal to agree the monthly fee and ask about help with books and uniforms.
- ✓For a private school, ask whether it keeps free places for ten percent of each class, and how children are chosen for them.
- ✓Get the first year's full cost in writing: admission, security, tuition, annual and other charges, exam and board fees, and transport.
- ✓Check that the admission fee and the security are each no more than one month's tuition.
- ✓Compare this year's total for the class with last year's, and if the monthly fee is Rs 4,000 or more, check the rise is within five percent or ask to see the Registering Authority's approval.
- ✓Ask how many months are billed at once and whether any advance is demanded.
- ✓Buy books and uniforms wherever you like; the law says a school cannot tie you to one shop.
- ✓Ask for the school's registration with the district education authority and its latest board result in numbers: candidates entered and passed.
- ✓Travel the route at school hours and price the transport before you compare tuition.
Frequently asked questions
Which schools in Lahore fall into the lowest fee bands?
The routes with officially documented costs are government schools, where the Punjab Free and Compulsory Education Act 2014 says parents pay no fee for class one to ten; Punjab Education Foundation partner schools under FAS, EVS and NSP, which PEF says may not charge enrolled students anything; and TCF schools, where the TCF USA FAQ gives a sliding scale of Rs 10 to Rs 250 a month. We found no official fee list for any named private school in Lahore.
Are government schools in Lahore really free?
The 2014 Act says a child or parent is not liable to pay any fee, charge or expense for completing class one to ten in a government school, and The Nation reported in April 2026 that free textbooks were going to government-school students across Punjab. Board charges are separate: for Class 9 registration in 2026, BISE Lahore charged government institutions that registered by 22 June Rs 1,150 per student in processing and sports fees.
How do I get my child into a PEF school or an education voucher?
PEF partner schools display a PEF board at the gate, and PEF's website has an FAS partner-schools page you can filter by district. For the Education Voucher Scheme, PEF says families cannot apply directly: vouchers go to NADRA-verified children nominated by partner schools or found in household surveys, and can be used only at EVS partner schools.
What extra charges should parents ask about?
Admission fee, security deposit, annual or subscription charges, lab, library, activity and exam charges, board registration fees, late fees and transport. Punjab law says the admission fee or the security may not exceed one month's tuition, counts any amount a school charges as part of its fee, and bars schools from making parents buy books or uniforms from a particular shop.
How much can a private school in Lahore raise its fees each year?
Under section 7A of the Punjab Private Educational Institutions (Promotion and Regulation) Ordinance 1984, a school charging Rs 4,000 a month or more for a class may raise that class's fee by up to five percent a year, or up to eight percent if the Registering Authority approves. The cap does not apply where the monthly fee, including the increase, stays below Rs 4,000.
Which curricula do the lower-fee routes offer?
Lahore's Punjab government high schools lead to Matric with BISE Lahore, and PEF's FAS page says many of its students have earned distinctions with their BISE boards. TCF uses its own textbooks, and the TCF schools with Lahore addresses that our Matric guide found are on the Federal Board's list. We found no official fees for any Cambridge school in Lahore.
Which areas of Lahore offer better value?
We cannot say yet. SchoolNama holds no fee records for any Lahore listing, and we found no published fee survey by neighbourhood. Travel time and transport cost usually matter more than the area's name, so start with adequate schools near home and price the full year, transport included.
How should I judge whether a low-fee school is good value?
Compare the full year's cost with things you can check: registration with the district, the latest board result in numbers, class sizes, and for a PEF school its annual Quality Assurance Test result and category. PEF's EVS rules, for example, allow no more than 30 students per teacher. Lower fees do not by themselves mean weaker teaching.
Do private schools in Lahore have to offer free places?
Section 13 of the 2014 Act says a private school without government aid shall admit ten percent of the strength of each class free, or provide vouchers instead, as the government decides. Daily Ausaf reported in July 2026 that a Punjab Assembly committee had ordered private schools to comply within ten days. We found no published application route, so ask the school and the district education office.
