Low-Fee Schools in Gujranwala: Affordable Options by Area and Curriculum
Gujranwala has a short list of free PEF partner schools and a Matric board that has just raised several of its charges, so this guide sets out the costs that are actually documented and the questions that keep a cheap-looking school from becoming an expensive year.
Short answer
Gujranwala's cheapest documented options: government schools, where the text of Punjab's 2014 education law rules out fees for classes one to ten; 27 Punjab Education Foundation partners, which may not charge the pupils PEF funds; and seven campuses on TCF's school finder, whose fee an undated, likely old TCF USA page puts at Rs 10 to Rs 250 monthly. Neither school website we checked shows a current fee schedule.
How we researched this: On 1 October 2026 we downloaded PEF's FAS, EVS and NSP partner lists for Gujranwala district and tallied them by tehsil, read PEF's programme FAQs, the 2014 Punjab free-education Act, the consolidated 1984 private-institutions ordinance, BISE Gujranwala's September 2026 fee and Class 9 notices and its 2026 Class 9 result overview, TCF's school finder, FBISE's affiliation list, two school websites and Pakistani news reports, and tallied SchoolNama's 73 Gujranwala listings by script. Nothing is ranked.
Ask around Gujranwala for a cheap school and you will be given monthly figures that nobody can trace. We wanted numbers a parent could check against the school or a public body, and on 1 October 2026 we found very few. Allied Schools, whose name is on six of our Gujranwala listings, describes its charge headings online but gives no amounts, and the fee-structure page it points to returned a 404 error. Quaid-e-Azam Divisional Public School & College does post a fee table, but the newest one we could find is headed January 2024. With so little published, we make no attempt to line private schools up by price. Instead, this guide sorts Gujranwala's options by who sets the price, sets out what BISE Gujranwala now charges, and explains the Punjab rules that limit private fees. SchoolNama's Gujranwala city page lists the 73 schools and colleges we hold for the city, and our separate guides to Gujranwala's Matric and O Level schools cover those choices in more depth.
The bands used here describe who decides the fee, not what the market is said to charge. Band 1 costs nothing at the gate: it covers government schools plus the private schools where the Punjab Education Foundation (PEF) foots the bill per child. Band 2 is a token, income-linked fee, the model TCF describes for its schools. Band 3 is a private school whose monthly fee for a class sits below Rs 4,000, and Band 4 one charging Rs 4,000 a month or more. We did not invent that dividing line; it is the figure Punjab's private-schools ordinance uses to decide whether a yearly increase is capped. No public body publishes how many Gujranwala private schools sit on each side of it, and we have not guessed.
Government schools are the base of Band 1. Under section 3 of Punjab's 2014 free and compulsory education law, children from five to sixteen are entitled to schooling through classes one to ten at no cost, and the section adds that at a school owned or controlled by the government or a local authority, neither child nor parent is liable for any fee, charge or expense to complete it. There is a catch in section 1: the Act starts only on a date the government notifies, and it may switch provisions on separately. We could not find a public record of which sections are in force, so if a government school asks for money, ask what the payment is for and which written order allows it. Books should cost nothing: The Nation reported on 3 April 2026 that free textbook distribution had begun in Punjab's government schools, with more than 30 million books to be handed out. Some government schools are now run by private licensees under the Public School Reorganization Programme (PSRP); Dawn reported on 1 December 2024 that, when the Lahore High Court dismissed petitions against it, the government said no fee increase was one of the licensing conditions. If a licensee runs your local government school, get its charges in writing.
The rest of Band 1 is PEF's partner schools, which are private schools paid by the foundation for each child they teach. They are scarce in Gujranwala. When we searched PEF's partner lists on 1 October 2026, the district had 11 Foundation Assisted Schools (FAS), 11 Education Voucher Scheme (EVS) schools and 5 New School Programme (NSP) schools: 27 in all, every one under a different PEF code. By PEF's tehsil labels, 19 are in Gujranwala tehsil (PEF does not separate the city from Saddar), 4 in Kamoke and 4 in Nowshera Virkan, which PEF spells Noshehra Virkan. The same search on the same day returned 377 FAS schools for Multan alone. One name appears twice: The Risers School System in Kamoke holds both an FAS code and an NSP code, so check the code, not just the name, when you visit.
PEF's own FAQs set out what these schools may not charge. From the day an FAS school signs its agreement it may not take any fee from an enrolled pupil in any form, and the FAQ names fines, stationery, photocopying, class trips, admission and registration charges, leaving certificates and model papers. The EVS FAQ applies the same rule to voucher-card holders and adds that PEF supplies Punjab textbooks free. A family cannot apply for a voucher card; PEF issues cards to NADRA-verified children nominated by an EVS partner school or found through a household survey, and the card works only at EVS partners. The NSP FAQ says its schools teach free of cost and are opened where no government or PEF school exists within a kilometre. To see what a free seat costs the public purse, the EVS FAQ lists monthly payments to schools of Rs 550 a pupil at primary level, Rs 600 at elementary, Rs 900 for secondary arts and Rs 1,100 for secondary science.
PEF also polices quality. A partner school is required to put up PEF's signboard on its main gate or in another prominent place where the public can see it. Every FAS school sits PEF's annual Quality Assurance Test, and the FAQ says a school passes only when three quarters of the pupils tested score at least 40 percent in every subject; after two failures in a row it receives half its funding, and a third straight failure ends the partnership. Asking a PEF school for its latest result is therefore a fair question.
Band 2 is The Citizens Foundation. An undated FAQ on TCF's US affiliate site, whose dollar conversions suggest it was written years ago, says the school agrees a fee with each family according to what it can comfortably pay, on a sliding scale from Rs 10 to Rs 250 a month, that uniforms and books can be paid for on easy terms, and that families who cannot pay receive them free. TCF's Pakistan school finder lists seven campuses under Gujranwala district: four primary campuses that opened between 2012 and 2025 and three secondary campuses that opened in 2016, 2017 and 2023. Each campus page has a map pin but no street address, so ring TCF to confirm which is nearest. On the Federal Board's affiliation list we found two TCF secondary schools with Gujranwala-district addresses, one at Matto Bhanoky in Nowshera Virkan tehsil and one at Thatta Gulab Singh, which suggests TCF pupils here may sit Matric with FBISE rather than BISE Gujranwala; ask the campus. None of SchoolNama's 73 Gujranwala listings carries the TCF name.
Whatever the school, Matric brings board charges, and BISE Gujranwala has just raised several. Notification 59/26, issued on 24 September 2026, records that the board approved new rates in its meeting of 19 September with effect from that date. The processing fee charged at the time of admission for classes 9 to 12 goes from Rs 1,000 to Rs 1,300. The SSC admission fee for science and arts with practicals, single part, goes from Rs 700 to Rs 900 for regular candidates and from Rs 750 to Rs 950 for private ones, and rechecking rises from Rs 1,600 to Rs 2,000 a copy. Our reading, not the board's statement, is that the next round of Matric exam forms will be billed at these higher rates.
For Class 9 in the 2026-28 session, the board's letter 470 of 2 September 2026 reopened registration from 2 September to 1 October 2026. A pupil re-admitted to Class 9, for example after failing or missing the 2026 exam, paid Rs 2,050 (registration Rs 1,000, processing Rs 500, sports Rs 200, scholarship Rs 150 and development fund Rs 200). A pupil admitted to a school on time but missed in the original registration round could be registered for Rs 8,000, an option the board opened after requests from heads of institutions, because the same charges carried a Rs 600 late fee and a Rs 5,350 special fee on top. The letter says no Class 9 admission or registration will be allowed after 1 October 2026, and that 1 October was also the last day to cancel a registration, at Rs 1,000 a pupil. That window ran only until 1 October 2026, the day this guide was published, so if your child changes school mid-year, ask the new school before you pay whether its board registration can still be completed.
For Bands 3 and 4 the governing text is section 7A of Punjab's 1984 ordinance on private educational institutions, as consolidated on the Higher Education Department's site. Where a class is billed at Rs 4,000 or more monthly, this year's fee for it can be at most five percent higher than last year's; the cap does not bite on a class whose fee, increase included, stays under Rs 4,000. A school wanting more must apply to the Registering Authority, with its justification, at least sixty days before the new academic year, and the authority may allow no more than eight percent. The same section caps the admission fee, and separately the security, at one month's tuition, defines 'fee' to include every amount a school collects from a student, and bars schools from making parents buy books, uniform or other material from a particular shop or provider. Breaches carry teeth: under section 11, once the school has been heard, the Registering Authority may levy up to Rs 20,000 for each day the breach runs on after its notice is served. Section 13 of the 2014 Act, subject to the commencement question above, adds that a private school may charge only tuition, admission fee and prescribed security, naming a 'building fund' as an example of what is excluded, and section 14 forbids capitation fees.
The same section 13 says unaided private schools must admit, from class one, ten percent of each class free, disadvantaged children of the neighbourhood among them, or fund vouchers elsewhere if the government so decides. According to The Nation's report of 28 July 2026, a standing committee of the Punjab Assembly gave private schools ten days to start teaching a tenth of their pupils free, warning that licences of those that did not comply should be cancelled. We found no Gujranwala-specific procedure for families, so ask each school how it fills those seats.
The monthly figure is rarely the real cost. Allied Schools' page on fee types lists a non-refundable admission fee plus a non-refundable processing fee, an annual subscription charged at the start of each session, a refundable security deposit, tuition normally billed two months in advance, and a late fee. Quaid-e-Azam Divisional Public School & College's January 2024 table shows the effect in numbers: for class one in the first shift, a monthly fee of Rs 6,515 against 'total admission charges' of Rs 67,615, and the same table lists items including a Rs 4,000 admission form, a Rs 20,000 admission fee, a Rs 20,000 development fund and a Rs 20,000 refundable security. Its second shift charged Rs 5,215 a month for class one. Those are nearly three-year-old figures for one school, offered only to show why the first payment matters, and we have not established whether the 1984 ordinance's caps apply to this trust-run school, so read nothing about compliance into them; ask any school for its current schedule, every heading included, and total the first twelve months. Since section 7A's definition of 'fee' sweeps in any sum taken from a student, we read it (our inference, not a court's) as bringing a new or bigger annual charge inside the five percent ceiling for classes at Rs 4,000 a month and above.
Transport can outweigh a Band 3 school's tuition. SchoolNama does not yet list any pick-and-drop provider in Gujranwala; the operators on our pick-and-drop page serve Islamabad and Rawalpindi. A ProPakistani story of 4 May 2026 said Punjab's revised registration rules would oblige private schools to make their fee structures public and to offer transport to half or more of their pupils; the notification itself did not turn up in our search, so this remains a press report. Find out whether the vans belong to the school or a contractor, the yearly price, and whether you can opt out, then go through our van safety checklist before choosing a driver.
On curriculum, the lower bands lead to Matric. BISE Gujranwala's notices are addressed to the schools affiliated with it, and PEF's FAS overview says many FAS pupils have earned distinctions in their board exams. Some schools in Gujranwala Cantt are affiliated with FBISE instead, and we place none of them in a fee band: we counted nine Matric-level entries with Gujranwala Cantt addresses on the FBISE list, three of them for Army Public School campuses and three for F.G. Public Schools; none had an official fee schedule we could locate. We found no current official fee schedule for any Cambridge school in Gujranwala, so we place none in a band. Our own curriculum tags are thin. Of 73 listings, 54 have no curriculum recorded, 15 are tagged Matric, 3 Matric and FSc, and 1 O Level. All 18 Matric tags sit on listings our data types as public, and every public listing has one, including a primary school and technical institutes, so the tag follows school type rather than a checked curriculum.
Which part of Gujranwala offers better value cannot be answered from fees: none of our Gujranwala listings has a fee record, and no one publishes a neighbourhood fee survey. Our three area pages show where listings cluster: Model Town holds 41 (7 typed public, 34 private), Civil Lines 23 (8 and 15) and Satellite Town 9 (3 and 6). Government schools in those files include Govt Iqbal High School and Govt Public High School (Model Town), Government Higher Secondary School and Govt Girls High School (Civil Lines), and Govt PB Model High School and Government Girls High School Sagheer Shaheed Park (Satellite Town). All our listings are in the city, while 8 of the district's 27 PEF schools are in Kamoke and Nowshera Virkan. Our unmeasured inference: a family living out in those tehsils may have a free PEF school nearer home than any school in our listings.
A smaller fee is not proof of weaker teaching, and a larger one guarantees nothing. Set the year's total cost against facts you can check: whether the school is registered with the district education authority, its recent Matric results as candidates entered and passed, class sizes, and for a PEF school its Quality Assurance Test result. For scale, BISE Gujranwala's overview of the 2026 Class 9 exam shows 71,816 candidates appeared from Gujranwala district and 35,456 passed, 49.37 percent, against 46.66 percent across the board, so ask a school how its own pupils compared. When two or three schools remain, SchoolNama's compare page lines up our records (our tutors page does not yet cover Gujranwala; its providers serve Islamabad and Rawalpindi); the fees, board details and results should still come from each school directly.

Checklist before you decide
- ✓Decide which band you are searching: government school, PEF partner, TCF, or a private school either side of Rs 4,000 a month.
- ✓Ask a government school whether it collects money for any fund, who authorised it, and whether a licensee manages the school.
- ✓At a PEF school, look for PEF's board at the gate, note the school's PEF code, and ask for its latest Quality Assurance Test result.
- ✓For an EVS voucher, ask an EVS partner school to nominate your child; PEF does not accept applications from families.
- ✓Call TCF to find which of the seven campuses its finder lists for Gujranwala is nearest, and which board its Class 10 pupils sit.
- ✓Find out how a private school picks the children for its ten percent free seats.
- ✓Get the first twelve months in writing: admission form, admission fee, any development fund, security, tuition, annual charges, exams, board fees and transport.
- ✓One month's tuition is the legal ceiling for the admission fee, and separately for the security deposit; check both.
- ✓Line up this year's total for the class against last year's; above five percent, a class at Rs 4,000 a month or more needs the Registering Authority to sign off.
- ✓Ask how many months of tuition each bill covers and what happens if a payment is late.
- ✓Books and uniforms can come from any shop you pick; the school may not name one supplier.
- ✓Budget for BISE Gujranwala's higher processing and SSC admission fees, in effect from 19 September 2026.
- ✓Time the school run at real opening and closing hours before you compare tuition.
Frequently asked questions
Which schools in Gujranwala fall into the lowest fee bands?
Government schools, where the 2014 Punjab free-education Act's text rules out fees for classes one to ten; the 27 PEF partner schools PEF lists for Gujranwala district (11 FAS, 11 EVS, 5 NSP), which may not charge the pupils PEF funds; and TCF, whose finder lists seven campuses in the district. An undated TCF USA page puts its income-linked fee at Rs 10 to Rs 250 a month; its dollar conversions suggest the page is years old, so confirm the current fee with the campus.
What extra charges should Gujranwala parents ask about?
Admission form and admission fee, any development fund, security deposit, annual or subscription charges, exam, lab and activity fees, board registration and exam fees, late-payment charges and transport. Punjab's ordinance caps the admission fee and the security at one month's tuition each, and BISE Gujranwala raised its processing fee for classes 9 to 12 to Rs 1,300 from 19 September 2026.
How much can a Gujranwala private school raise its fees each year?
Under section 7A of the Punjab private-institutions ordinance of 1984, a class charging Rs 4,000 a month or more may rise by at most five percent a year, or up to eight percent if the Registering Authority approves an application made at least sixty days before the session. A class still under Rs 4,000 after the rise is not covered.
What curriculum do Gujranwala's lower-cost schools follow?
Schools affiliated with BISE Gujranwala, government schools among them, take its Matric papers. Two TCF secondary schools with Gujranwala-district addresses appear on the Federal Board's affiliation list, so ask TCF which board its Class 10 pupils sit. Army Public and F.G. Public School campuses with Gujranwala Cantt addresses are also FBISE-affiliated; we found no official fees for them and place none in a fee band. We found no current official fees for any Cambridge school in Gujranwala, so none is placed in a band.
Which areas of Gujranwala offer better value?
Nobody publishes fees area by area, so price alone cannot answer this. PEF partner schools are spread unevenly: 19 of the district's 27 are in Gujranwala tehsil, with 4 each in Kamoke and Nowshera Virkan. Shortlist suitable schools close to home and work out each one's full-year cost, transport included.
How should value be judged?
Put the year's total beside things you can verify: the school's registration with the district authority, how many of its candidates sat and passed Matric recently, how big its classes are and, at a PEF school, how it did in the Quality Assurance Test. In BISE Gujranwala's 2026 Class 9 exam, 49.37 percent of Gujranwala district's candidates passed, a useful yardstick when a school quotes its own results.
Can my child still register for Class 9 with BISE Gujranwala this session?
BISE Gujranwala's letter 470 reopened Class 9 registration for 2026-28 from 2 September to 1 October 2026, at Rs 8,000 for a pupil admitted on time but missed in the original registration (an option opened after requests from heads of institutions) and Rs 2,050 for a re-admission, and said no Class 9 admission or registration would be allowed after 1 October. Check with the school and the board before paying for a mid-year move.
