Low-Fee Schools in Faisalabad: Affordable Options by Area and Curriculum

No Faisalabad private school we checked publishes its fees on its own website, so this guide starts with the costs that are written down: free government and PEF schools, TCF's need-based fee, Punjab's legal limits on private-school charges, and the board fees every Matric family pays.

SchoolNama Editorial · 1 October 2026 · 13 min read

Short answer

Faisalabad's lowest-cost routes with written-down prices are government schools, which Punjab's 2014 education law says must be free for classes one to ten; the 153 Punjab Education Foundation partner schools PEF lists in the district, which may not charge enrolled pupils; and TCF schools, whose fee TCF puts at Rs 10 to Rs 250 a month. None of the named private schools we checked publishes official fees.

How we researched this: On 1 October 2026 we searched the Punjab Education Foundation's partner-school lists for Faisalabad district, read the Punjab Free and Compulsory Education Act 2014, the consolidated Punjab Private Educational Institutions Ordinance 1984, BISE Faisalabad's fee circulars for the 2026 exams and the 2026-28 registration and its 2026 Matric date sheet, FBISE's affiliated list, TCF's and three schools' own websites and news reports, and counted our 152 Faisalabad listings by script. We did not rank schools or use aggregator fees.

Most lists of cheap schools in Faisalabad give a monthly figure next to a school's name without saying where it came from. We tried to find fees that a parent could trace back to the school or to a government body. For named private schools we could not: Divisional Public School & College's official website was under maintenance when we checked on 1 October 2026, Faisalabad Grammar School's website gives contact details but no fees, and Allied Schools' fee-types page names its charges without amounts, while the fee-structure link it gives returned a 'page not found' error. So this guide does not put private schools in price order. It explains which routes have a written cost, what Punjab law lets a private school charge, and what to ask before you pay. For the wider picture, see SchoolNama's Faisalabad city page and our guides to the best schools in Faisalabad and the best Matric schools in Faisalabad.

We use four fee bands, defined by who sets the price rather than by a guess at market rates. Band 1 is free: government schools, and private schools whose places the Punjab Education Foundation (PEF) pays for. Band 2 is a nominal fee set by family income: The Citizens Foundation (TCF). Band 3 is a private school charging under Rs 4,000 a month for a class, and Band 4 one charging Rs 4,000 or more. The Rs 4,000 line comes from Punjab law, not from us: it decides whether a school's yearly increase is capped, as explained below. No one publishes how many Faisalabad schools fall in Bands 3 and 4, and we do not estimate it.

Government schools come first. Under the Punjab Free and Compulsory Education Act 2014, a child between five and sixteen is entitled to education from class one to ten that is both free and compulsory. Where the school is one that the government or a local authority owns or controls, the Act says neither the child nor the parent is liable for a fee, charge or expense of any kind to complete that education. The Act also says the government brings it into force by notification, and can do so provision by provision. We were unable to establish which sections have actually been notified, so if a government school asks you for money, ask what the fund is for and which order authorises it. Textbooks for government-school pupils are free as well: The Nation reported on 3 April 2026 that 30 million free books were being distributed in government schools across Punjab. Some Punjab government schools are now managed by private partners under the Public Schools Reorganisation Programme, run through PEF. Dawn reported in December 2024 that, when the Lahore High Court dismissed challenges to the programme, the government told the court that not raising fees was a condition of the arrangement. If your nearest government school has a private operator, ask what, if anything, it charges.

Free schooling does not cover board fees. BISE Faisalabad's circular of 28 April 2026 on Class 9 registration for the 2026-28 session set three charges per student: a registration fee of Rs 1,000, a processing fee of Rs 800 and Rs 300 for the sports and scholarship fund, Rs 2,100 in all and none of it refundable. Students of government institutions who registered on time were exempt from the registration fee, though not from the other two, which come to Rs 1,100; in the late window they paid the full Rs 2,100 plus the late fee. A revised circular of 8 June 2026 extended the normal window to 22 June, with a late fee of Rs 600 per student from 23 June to 7 July. The same pattern applies at Class 10. For the 2026 Matric first annual exam, which the board's revised date sheet shows began on 27 March 2026, the board's fee schedule of 1 November 2025 charged a regular Class 10 candidate Rs 3,000 in the Science group or Rs 2,950 in Arts, if forms went in by 27 November 2025; the amounts rose to Rs 3,650 and Rs 3,550 at double fee, and Rs 4,300 and Rs 4,150 at triple fee. Government-school candidates had the exam fee waived within the single-fee window but still paid processing and certificate fees, Rs 2,300 for a Class 10-only candidate in either group. Ask any school what it passes on for the board, and when its deadlines fall.

PEF partner schools are the other half of Band 1. These are private schools whose places PEF funds, under three programmes. PEF's FAQ for its Foundation Assisted Schools (FAS) programme says a partner school may not charge an enrolled student any fee in any form, and lists fines, stationery, photocopies, class tours, admission charges, school-leaving certificates, registration fees and model papers among the charges it may not take. Its Education Voucher Scheme (EVS) FAQ says the same of voucher holders, and the FAQ for its New School Programme (NSP) says education there is free of cost; the NSP overview says pupils also get free textbooks. PEF's site says FAS pays partner schools from Rs 750 to Rs 1,800 a child depending on class, so you can see what the province spends on a place even though parents pay nothing.

When we searched PEF's partner lists for Faisalabad district on 1 October 2026, they showed 23 FAS schools, 112 EVS schools and 18 NSP schools, 153 in all with no school on two lists. Using PEF's tehsil labels (spellings standardised), 94 are in Faisalabad tehsil, 39 in Jaranwala, 11 in Samundari, 7 in Tandlianwala and 2 in Chak Jhumra. Faisalabad has fewer FAS partners than many other districts on the same list: the FAS search returned 377 for Multan and 332 for Bahawalpur, for example. Getting a place takes some work. PEF says partner schools must show a PEF board on the main gate or another prominent place. An EVS voucher cannot be requested by a family itself, the scheme's FAQ explains; PEF issues vouchers to NADRA-verified children whom a partner school nominates or a household survey identifies, and only EVS partner schools accept them. PEF's FAS overview says it runs a Quality Assurance Test in partner schools to check teaching and learning, so ask a PEF school for its latest result.

Band 2 is TCF. An undated FAQ on the website of TCF's US affiliate says any child of school age is eligible, that the principal meets each family to agree a fee it can afford based on income and household size, and that the monthly fee runs on a sliding scale from Rs 10 to Rs 250. Uniforms and books, the same page says, can be paid for on easy terms, and a family that cannot afford them receives them at no cost. Because the page carries no date, check today's figure at the campus itself. TCF's own site says it runs 2,342 school units across Pakistan, 998 of them in Punjab. On the Federal Board's (FBISE) list of affiliated institutions we counted 16 TCF secondary schools with addresses in Faisalabad district: 8 with Faisalabad addresses, such as Chak No. 58 JB and 113/JB on Sargodha Road, 7 in Jaranwala tehsil and one in Samundari tehsil. So a TCF pupil will normally sit Matric with the Federal Board rather than BISE Faisalabad; ask the campus. None of our 152 Faisalabad listings carries the TCF name.

Private schools carry free places too. Section 13 of the 2014 Act puts a duty on any private school that gets no aid from the government: starting in class one, ten percent of the strength of every class must be children it admits and teaches free, disadvantaged children from the neighbourhood among them; the alternative, if the government so decides, is for the school to provide vouchers for their education at another school. The Nation reported on 28 July 2026 that a Punjab Assembly standing committee had ordered private schools across the province to give free education to ten percent of students within ten days or face cancellation of their licences. We found no Faisalabad-specific notice or published way for parents to apply, so ask the school, and the district education authority, how its free places are filled.

For Bands 3 and 4, Punjab law sets the limits. Section 7A of the Punjab Private Educational Institutions (Promotion and Regulation) Ordinance 1984, in the consolidated text on the Punjab Higher Education Department's website, says a school charging Rs 4,000 a month or more for a class may not charge more than five percent above that class's fee in the previous academic year. The limit does not apply where the monthly fee, including the increase, is under Rs 4,000. If a school wants to go beyond five percent, its head must apply to the Registering Authority no later than sixty days before the next academic year begins, and the authority can then approve a rise of no more than eight percent. That section also caps the admission fee or the security at one month's tuition. It treats admission, tuition, security, laboratory and library charges, and any other amount a school takes from a pupil, as 'fee'. And it forbids a school to require parents to buy textbooks, uniform or other material from a particular shop or provider. Section 11 allows a penalty of up to Rs 20,000 a day from the date a notice of breach is served until it ends. Separately, section 13 of the 2014 Act says a private school shall not charge any amount other than tuition fee, admission fee or prescribed security, naming 'building fund' as an example; given the commencement question above, ask the school to justify any other heading in writing.

Hidden costs are where a low monthly fee can mislead. Allied Schools' fee-types page is a useful list of what a chain may charge: a one-time admission or processing fee, which it says is non-refundable; a yearly subscription charged when each session opens; a refundable security deposit returned when the pupil leaves; tuition, which it says a campus will normally charge two months in advance; and a late fee. Get every one of those from a school in writing, together with what it charges for exams, the board, activities and transport. Because section 7A counts any amount a school charges as 'fee', our reading, which is an inference rather than a ruling, is that a new or larger annual charge counts towards the five percent limit at schools charging Rs 4,000 or more, so compare the year's total, not just the tuition line. A private school cannot make you buy books or uniforms from a particular shop; for second-hand options, start with our separate guide on used books and uniforms.

Transport can cost more than a Band 3 school's tuition, and SchoolNama does not yet list any pick-and-drop providers in Faisalabad. ProPakistani reported on 4 May 2026 that new Punjab registration rules would require private schools to disclose their fee structures and provide transport for at least half their students. We could not find the notification itself, so treat that as reported rather than confirmed. Ask whether a school runs its own vans, what they cost for the year and whether they are optional, and use our van safety checklist before you sign up with anyone.

On curriculum, the lower bands lead mostly to Matric. BISE Faisalabad's circulars are addressed to the government and affiliated private schools of Faisalabad division, while the TCF schools above are on the Federal Board's list; according to PEF's FAS overview, many FAS pupils have gone on to win distinctions in their BISE exams. We found no official fee schedule for any Cambridge school in Faisalabad and make no claim about where they sit. Our own listings help only a little. Of our 152 Faisalabad listings, 99 have no curriculum recorded, 47 are tagged Matric (19 of them also FSc) and 6 are tagged O Level. All 47 Matric tags sit on listings our data marks public, and every public listing has one, so the tag reflects school type rather than a checked curriculum; 19 of them are colleges or universities by name. The six O Level tags are all on Roots-named directory entries whose addresses, such as Main Mansehra Road, we could not place in Faisalabad, so we do not rely on them.

Which areas offer better value? We cannot say from fees, because we hold no fee records for any Faisalabad listing and found no published fee survey by neighbourhood. Our four area pages show where our listings sit: D Ground has 63 (26 marked public, 37 private), Peoples Colony 52 (10 and 42), Jaranwala Road 19 (4 and 15) and Madina Town 18 (7 and 11). Government schools in our D Ground listings include Govt Laboratory High School and Govt Deccan Girls High School. All our listings are in and around the city; the 'Jaranwala' and 'Samundari' in their addresses are road names, and we hold none in the district's other tehsils. That matters, because the free and nominal-fee routes reach further out: by PEF's labels, 59 of its 153 partner schools are outside Faisalabad tehsil, and 8 of the 16 TCF schools we counted are in Jaranwala or Samundari. Our inference, not a measured finding, is that families in the outer tehsils may find a PEF or TCF school closer than anything SchoolNama lists, so ask locally as well as searching here.

A lower fee does not by itself mean weaker teaching, and a higher fee does not guarantee better. Judge value on the full year's cost against things you can check: the school's registration with the district education authority, its latest board result in numbers (candidates entered and passed, as our Matric guide explains), class sizes, and for a PEF school its latest Quality Assurance Test result. Once your shortlist is down to two or three, SchoolNama's compare page puts our records for them side by side; the fees, the board and the results should still come from each school directly.

Checklist before you decide

  • ✓Decide which band you are looking in: a government school, a PEF partner school, TCF, or a private school under or over Rs 4,000 a month.
  • ✓For a government school, ask whether it collects any fund or charge and on whose instruction, and whether it is run by a private partner.
  • ✓At a PEF school, check the gate for PEF's board and ask to see the most recent Quality Assurance Test result.
  • ✓If you hope for an EVS voucher, ask an EVS partner school whether it will nominate your child; PEF says families cannot apply themselves.
  • ✓For TCF, meet the principal to agree the fee, ask about help with books and uniforms, and ask which board Class 10 will sit.
  • ✓Ask any private school how it fills its ten percent free places.
  • ✓Ask for a written total for year one covering admission, security, tuition, annual and other charges, board fees and transport.
  • ✓Make sure neither the admission fee nor the security is more than a month's tuition.
  • ✓Set this year's class total against last year's; at Rs 4,000 a month or more, anything above a five percent rise needs the Registering Authority's approval.
  • ✓Ask how many months are billed at once and what the late fee is.
  • ✓Shop for books and uniforms anywhere; the school cannot make you buy from a particular shop.
  • ✓Note BISE Faisalabad's Class 9 registration and Class 10 exam deadlines; for the 2026 exam, a late form raised a regular Science candidate's fee from Rs 3,000 to Rs 3,650 or Rs 4,300.
  • ✓Price the commute at school hours before you compare tuition.

Frequently asked questions

Which schools in Faisalabad fall into the lowest fee bands?

Government schools, which the Punjab Free and Compulsory Education Act 2014 says must be free for classes one to ten; the 153 PEF partner schools PEF lists for Faisalabad district, which may not charge enrolled or voucher pupils; and TCF schools, whose fee TCF puts at Rs 10 to Rs 250 a month on a sliding scale. No named Faisalabad private school's official fee list turned up in our checks.

What extra charges should parents ask about?

Admission fee, security deposit, annual or subscription charges, lab, library and activity charges, board registration and exam fees, late fees and transport. Punjab law says the admission fee or security may not exceed one month's tuition and bars schools from tying you to one book or uniform shop. For Matric, BISE Faisalabad charged Rs 2,100 to register a private-school Class 9 student for 2026-28.

How much can a private school in Faisalabad raise its fees each year?

Section 7A of the Punjab Private Educational Institutions Ordinance 1984 limits a school that charges Rs 4,000 or more a month for a class to a five percent rise in that class's fee each year; the Registering Authority can approve up to eight percent. Classes whose monthly fee stays below Rs 4,000 even after the rise fall outside the cap.

How do I get a place at a PEF school in Faisalabad?

Look for the PEF board on a school's gate, or search PEF's partner lists by district and programme on its website. FAS and NSP schools enrol pupils free. Families cannot apply for an EVS voucher themselves, PEF says; it issues them to NADRA-verified children whom partner schools nominate or household surveys identify.

Which curricula do the lower-fee routes offer?

Mostly Matric. BISE Faisalabad examines the government and affiliated private schools of Faisalabad division, while the 16 TCF secondary schools with Faisalabad-district addresses that we counted are on the Federal Board's affiliated list. We found no official fees for any Cambridge school in Faisalabad, so we do not place them in a band.

Which areas of Faisalabad offer better value?

We cannot say from fees, because we found no published fee survey by neighbourhood. What the official lists do show is that free and nominal-fee schools reach beyond the city: 59 of PEF's 153 partner schools are outside Faisalabad tehsil, and 8 of the 16 TCF schools we counted are in Jaranwala or Samundari. Begin with suitable schools close to home and cost out the whole year, including transport.

How should value be judged?

Compare the full year's cost against things you can check: district registration, the latest board result in numbers, class sizes and, for a PEF school, its Quality Assurance Test result. A lower fee does not by itself mean weaker teaching.
