Low-Fee Schools in Bahawalpur: Affordable Options by Area and Curriculum

More than 600 PEF partner schools across Bahawalpur district, six TCF campuses and a board that bills even government pupils for Matric registration: this guide sets out the costs that are on the record and the questions to ask about the rest.

SchoolNama Editorial · 2 October 2026 · 13 min read

Short answer

Parents can compare government schools, where the text of Punjab's 2014 education law rules out fees for classes one to ten; 608 Punjab Education Foundation partner schools listed for Bahawalpur district, which may not charge PEF-funded pupils; and TCF's six campuses. Check each school's registration, Matric results and, at PEF schools, its latest Quality Assurance Test result, and get full-year costs in writing.

How we researched this: On 2 October 2026 we downloaded PEF's FAS, EVS and NSP partner lists for Bahawalpur district and counted them by tehsil; read PEF's programme FAQs and overviews, Punjab's 2014 free-education Act and the consolidated 1984 private-institutions ordinance; read five 2026 BISE Bahawalpur notices and filtered its affiliated-institutions list; checked TCF's school finder, the FBISE affiliation list, two school websites and Pakistani news reports; and tallied SchoolNama's 30 Bahawalpur listings by script. Nothing is ranked.

Search for an affordable school in Bahawalpur and you will find plenty of lists that pair a school with a monthly figure but never say where the figure came from. We set out to find costs a parent could trace to the school itself or to a public body. On 2 October 2026 we could not find a single Bahawalpur private school publishing a current fee schedule online. Sadiq Public School does have a fee page, but the version we opened is headed 2022-2023 and shows no current amounts, so we do not quote it; Allied Schools, which has a campus in our listings, explains its charge headings but its linked fee-structure page returned a 404 error. So this guide does not rank schools by price. It groups the city's options by who sets the price, sets out what BISE Bahawalpur charges for Matric, and explains the Punjab rules that limit private-school fees. SchoolNama's Bahawalpur city page holds the 30 schools and colleges we currently list for the city, and our guides to the best schools and the Matric schools in Bahawalpur cover those decisions in more detail.

We use four bands, defined by who decides what you pay rather than by any market estimate. Band 1 is free at the point of use: government schools, and private schools whose pupils are funded by the Punjab Education Foundation (PEF). Band 2 is a token fee linked to household income, which is how TCF describes its model. Band 3 is a private school charging under Rs 4,000 a month for a class, and Band 4 one charging Rs 4,000 a month or more. That line is not our invention: it is the figure Punjab's private-schools ordinance uses to decide whether a yearly fee rise is capped. Army, Rangers and federal government schools are discussed separately and placed in no band, because we found no official fee schedule for any of them. No public body publishes how many Bahawalpur private schools fall either side of Rs 4,000, and we have not guessed.

Government schools come first. Section 3 of the Punjab Free and Compulsory Education Act 2014 gives every child aged five to sixteen a right to free education from class one to class ten, and says that at a school owned or controlled by the government or a local authority, neither child nor parent is liable for any fee, charge or expense to complete that education. Section 1, however, brings the Act into force only on dates the government notifies, provision by provision, and we found no public record of which sections have been notified. If a government school asks you for money, ask what it is for and which written order permits it. Textbooks should not cost you anything: The Nation reported on 3 April 2026 that 30 million free books were to be distributed in Punjab. Some government schools are now run by private licensees under the Public School Reorganization Programme; in its report of 1 December 2024 on the Lahore High Court's dismissal of petitions against the programme, Dawn reported that lawyers for the government and PEF told the court there had been no fee increase, which they said was a licensing condition. If a licensee runs your nearest government school, ask for its charges in writing. The Punjab government's schools portal has a school locator for finding government schools near you.

Bahawalpur district has a large pool of PEF partner schools: private schools that PEF pays for each pupil it funds. On 2 October 2026 PEF's search returned 332 Foundation Assisted Schools (FAS), 114 Education Voucher Scheme (EVS) schools and 162 New School Programme (NSP) schools for the district: 608 in all, with no school code appearing on more than one list. Only 135 of them carry PEF's Bahawalpur tehsil label. Ahmedpur East has 158, Hasilpur 114 and Khairpur Tamewali (spelt Khairpur Tamainwali by PEF) 40, while 150 are labelled Mandi Yazman and 11 Yazman, which we read as the same tehsil. Names are an unreliable guide because they recur: Al Noor Public School (sometimes hyphenated) appears five times, under five different codes in five different tehsils, so write down the PEF code when you visit.

PEF's FAQs spell out what partners may not charge. From the date an FAS school signs its partnership agreement, it may not take any fee in any form from an enrolled pupil, and the FAQ lists fines, recreational activities, stationery, photocopying, class tours, admission charges, school-leaving certificates, registration fees and model papers. The EVS FAQ applies the same bar to voucher-card holders and says PEF provides Punjab textbooks free. Families cannot apply for a voucher card themselves: cards go to NADRA-verified children nominated by an EVS partner school or identified through a household survey, and a card is valid only at EVS partners. NSP, which PEF started in 2007, opens schools for communities of at least 350 households where no government or PEF school exists within a kilometre, and its overview says NSP pupils receive free PITB books. To show what a free seat costs the public, PEF's FAS page lists a per-child subsidy of Rs 750 (nursery to class two) rising to Rs 1,800 (science, classes eleven and twelve).

PEF also tests its partners. PEF's FAQs require FAS and NSP partners to display PEF's board on the main gate or another prominent place. FAS and NSP schools sit an annual Quality Assurance Test: an FAS school passes when 75 percent of the pupils tested score at least 40 percent in every subject (for NSP the bar is 50 percent of pupils), and three consecutive failures end the funding. Asking a PEF school for its most recent result is a fair question.

Band 2 is The Citizens Foundation. An undated FAQ on TCF's US affiliate site says a principal meets each family to agree a fee it can comfortably pay, based on income and household size, on a sliding scale from Rs 10 to Rs 250 a month; uniforms and books are offered on easy terms and given free to families who cannot pay. Because the page carries no date, confirm the current fee with the campus. TCF's Pakistan school finder lists six campuses under Bahawalpur: the Bahawalpur Campus (primary, 2006), the Muhammad I Naseem Campus (started 2006; its page lists both primary and secondary), the New Orleans and DFW II campuses (secondary, both 2013), the Portland Oregon Campus (primary, 2018) and the Mehrunnisa & Muhammad Rafique Aarbi Campus (primary, 2019). The pages give no street addresses. The Federal Board's affiliation list includes a TCF girls' secondary school at Tibba Badar Sher, Bahawalpur, so ask TCF which board its Class 10 pupils sit. None of SchoolNama's 30 Bahawalpur listings carries the TCF name.

Even a free school does not make Matric free. BISE Bahawalpur's notice 1171 of 5 May 2026 set the Class 9 registration charges for the 2026-28 session per pupil: a registration fee of Rs 1,170, processing Rs 730, development fund Rs 300, sports Rs 200 and scholarship Rs 120, which add up to Rs 2,520. Government institutions were exempted from the registration and sports fees but still had to pay processing, development and scholarship charges, Rs 1,150 a pupil by our sum. Revised notice 131 of 11 June 2026 ran the on-time window to 22 June, followed by a late window from 23 June to 7 July 2026 at Rs 3,120 a candidate (a Rs 600 late fee on top), after which pupils admitted on time but never registered pay Rs 3,120 plus Rs 300 a day. For pupils repeating Class 9, notice 133 of 7 September 2026 set re-admission at Rs 3,500 from 3 September to 2 October 2026 and said no re-admission would be allowed after 2 October, the date this guide was published. The board does not say who pays at PEF schools, whose FAQ bars them from charging registration fees, so ask.

Exam fees come later. For the Matric second annual exams, whose scheduled admission window ended on 29 August 2026 (later forms go to the board office with a fine) and which the board's notice of 7 August 2026 says begin on 6 October 2026, a regular science candidate paid Rs 720 per class, an arts candidate Rs 670, plus Rs 730 processing and Rs 300 development, and, for Class 9 candidates, a one-time certificate fee of Rs 930 unless they have paid it before; the same notice says the Punjab government has exempted regular public-sector candidates from registration and exam fees, and adds a Rs 95 QR-code charge for every candidate. If your child moves on to FSc, notice 132 of 27 August 2026 prices Class 11 registration at Rs 2,520 until 5 October 2026 and Rs 3,120 from 6 to 20 October, after which no Class 11 admission is allowed. A school move mid-Matric needs a board migration form, which notice 1171 prices at Rs 3,095, or Rs 7,595 in the case it calls local migration.

For Bands 3 and 4 the governing text is section 7A of the Punjab Private Educational Institutions Ordinance 1984, as consolidated on the Higher Education Department's website. Once a class is billed at Rs 4,000 a month or more, this year's fee may not exceed last year's by more than five percent; a class whose fee stays below Rs 4,000 including the increase is outside that cap. A school wanting more must apply to the Registering Authority with its justification at least sixty days before the next academic year, and the authority may allow at most eight percent. The admission fee, and separately the security, may not exceed one month's tuition. The section defines 'fee' to include admission, tuition, security, laboratory, library and any other amount charged to a student, and forbids schools from making parents buy books, uniform or other material from a particular shop or provider. Under section 11, after giving a reasonable opportunity of defence, the Registering Authority may impose a penalty of up to Rs 20,000 a day from the date a notice of contravention is served. Section 13 of the 2014 Act, subject to the same commencement question, limits a private school to tuition, admission fee and prescribed security, naming 'building fund' as a heading it may not use, and section 14 bans capitation fees.

Section 13 also says private schools receiving no state aid must admit, from class one, ten percent of each class as free pupils, including disadvantaged children of the neighbourhood, or fund vouchers elsewhere if the government so decides. The Nation reported on 28 July 2026 that a Punjab Assembly standing committee ordered private schools to provide free education to ten percent of their pupils within ten days and said licences of schools that failed to comply should be cancelled. We found no Bahawalpur-specific procedure for families, so ask each school how it fills those places. Separately, ProPakistani and The Nation reported on 28 and 29 September 2026 respectively that new private-school registration rules under consideration would tie a school's four-year registration fee to its monthly tuition, from Rs 10,000 for a school charging Rs 1,500 a month to Rs 1 million above Rs 20,000; both reports say the proposal still needs approval.

The monthly figure is rarely the full cost. Allied Schools' page on fee types describes a non-refundable admission fee, a separate non-refundable processing fee, an annual subscription charged at the start of each session, a refundable security deposit, tuition normally billed two months in advance, and a late fee, but it gives no amounts. Ask every school for its equivalent list in writing, add exams, board charges, uniforms, books and transport, and total the first twelve months. Because section 7A counts any amount taken from a student as 'fee', we read it, as our inference rather than a court ruling, to mean that a new or larger annual charge counts toward the five percent ceiling for classes at Rs 4,000 a month and above.

Transport can outweigh a Band 3 school's tuition. SchoolNama does not yet list any pick-and-drop operator in Bahawalpur; the operators on our pick-and-drop page serve Islamabad and Rawalpindi. ProPakistani reported on 4 May 2026 that Punjab's new private-school registration rules require schools to disclose their fee structures and to provide transport to at least half their pupils; we have not seen the rules themselves, so treat that as a press report. Ask whether vans belong to the school or a contractor, the yearly price, and whether the service is optional, and work through our van safety checklist before you choose a driver.

On curriculum, the lower bands lead to Matric. BISE Bahawalpur, whose notices go to the education authorities of Bahawalpur, Bahawalnagar and Rahim Yar Khan, listed 510 institutions for Bahawalpur district when we filtered its affiliated-institutions page by SSC on 2 October 2026: 233 marked government and 277 private (with the Session filter on All; 82 of the private entries show affiliation sessions from 2020-22 to 2024-26, older than the current 2025-27 and 2026-28 sessions, and 78 of the 510 rows are higher-secondary institutions, so confirm a school's current affiliation). PEF's FAS overview says many FAS pupils have earned distinctions in their BISE exams. A separate group sits Federal Board papers: the FBISE affiliation list has 13 Matric-level entries with Bahawalpur-district addresses, among them three Army Public Schools, five F.G. schools, two Rangers schools, the CB Public Girls High School & College in Model Town A, the Fauji Foundation Model School and the TCF girls' school. We found no official fee schedule for any of them, nor for any Cambridge school in the city, so none is placed in a band. SchoolNama's own curriculum tags are thin: of 30 listings, 21 have none, 5 are tagged Matric and 4 Matric and FSc. All nine tags sit on listings our data types as public, and every public listing has one, so the tag reflects school type rather than a checked curriculum.

Which part of Bahawalpur offers better value cannot be settled by fees: none of our 30 listings has a fee record, and nobody publishes a neighbourhood fee survey. Our three area pages show where listings cluster: Satellite Town has 14 (5 typed public, 9 private), Model Town A 11 (4 public, 5 private and 2 Army Public School listings typed as trust schools) and Cantt 5 (all private). Government listings include Govt Satellite Town School, Govt Secondary High School For Girls and Government Technical High School in Satellite Town, and Govt FG Boys School and Govt FG Girls School in Model Town A. Our listings are all in the city, while 473 of the district's 608 PEF partners sit outside PEF's Bahawalpur tehsil label. Our unmeasured inference: a family living in Ahmedpur East, Hasilpur, Yazman or Khairpur Tamewali may find a free PEF school nearer home than anything we list.

A smaller fee is not proof of weaker teaching, and a bigger one guarantees nothing. Set the year's total against facts you can check: the school's registration with the district education authority, its recent Matric results as candidates entered and passed, class sizes and, at a PEF school, its Quality Assurance Test result. For scale, ProPakistani's report of BISE Bahawalpur's 2026 Class 9 gazette gives Bahawalpur district 34,200 candidates appeared and 13,181 passed, 38.54 percent, against 38.46 percent across the board, so ask a school how its own pupils did. Once two or three schools remain, SchoolNama's compare page lines up our records (our tutors page lists providers based in Islamabad and Rawalpindi), but fees, board details and results should come from each school directly.

Checklist before you decide

  • ✓Choose your band first: government school, PEF partner, TCF, or a private school either side of Rs 4,000 a month.
  • ✓Ask a government school whether it collects money for any fund, on whose authority, and whether a private licensee now runs it.
  • ✓At a PEF school, look for PEF's board at the gate, note the school's PEF code and ask for its latest Quality Assurance Test result.
  • ✓For an EVS voucher, ask an EVS partner school to nominate your child; PEF does not accept applications from families.
  • ✓Ring TCF to find which of the six campuses on its Bahawalpur finder is nearest, and which board its Class 10 pupils sit.
  • ✓Before Class 9, ask a PEF or government school who pays the BISE registration charges.
  • ✓Ask a private school how it allocates its ten percent free places.
  • ✓Get the first twelve months in writing: admission and processing fees, security, tuition, annual charges, exams, board fees, uniforms, books and transport.
  • ✓Check that neither the admission fee nor the security deposit is more than one month's tuition.
  • ✓Compare this year's total for the class with last year's; above five percent, a class at Rs 4,000 a month or more needs Registering Authority approval.
  • ✓Ask how many months each tuition bill covers and what a late payment costs.
  • ✓Buy books and uniforms from any shop you choose; the school may not insist on one supplier.
  • ✓Time the school run at real opening and closing hours before you compare tuition.

Frequently asked questions

Which schools in Bahawalpur fall into the lowest fee bands?

Government schools, where the 2014 Punjab free-education Act's text rules out fees for classes one to ten, and the 608 PEF partner schools PEF lists for Bahawalpur district (332 FAS, 114 EVS, 162 NSP), which may not charge the pupils PEF funds. TCF's finder lists six Bahawalpur campuses; an undated TCF USA page puts its income-linked fee at Rs 10 to Rs 250 a month, so confirm the current fee with the campus.

What extra charges should Bahawalpur parents ask about?

Admission and processing fees, the security deposit, annual or subscription charges, exam, lab and activity fees, BISE registration and exam fees, late-payment charges, uniforms, books and transport. Punjab's ordinance caps the admission fee and the security at one month's tuition each. BISE Bahawalpur's on-time Class 9 registration for 2026-28 came to Rs 2,520 for a private-school pupil and Rs 1,150 for a government-school pupil.

How much can a Bahawalpur private school raise its fees each year?

Under section 7A of the Punjab private-institutions ordinance of 1984, a class charging Rs 4,000 a month or more may rise by at most five percent a year, or up to eight percent if the Registering Authority approves an application made at least sixty days before the session. A class still under Rs 4,000 after the rise is not covered.

Which curricula do Bahawalpur's lower-cost schools follow?

Mainly Matric with BISE Bahawalpur, which listed 233 government and 277 private institutions for the district under SSC on 2 October 2026, including some whose affiliation session has ended. Army Public, F.G., Rangers and some other schools, plus one TCF girls' school, are on the Federal Board's list instead. We found no official fee schedule for those, or for any Cambridge school in the city, so none is placed in a band.

Which areas of Bahawalpur offer better value?

No neighbourhood fee survey exists, so price cannot settle it. PEF partner schools are spread across the district: 158 in Ahmedpur East, 135 under PEF's Bahawalpur tehsil label, 114 in Hasilpur, 161 under its Mandi Yazman and Yazman labels and 40 in Khairpur Tamewali. In the city, shortlist suitable schools near home and price each one for twelve months, transport included.

How should value be judged?

Put the year's total beside facts you can verify: registration with the district education authority, recent Matric results as candidates entered and passed, class sizes and, at a PEF school, its Quality Assurance Test result. In BISE Bahawalpur's 2026 Class 9 exam, 38.54 percent of Bahawalpur district's candidates passed, a useful yardstick when a school quotes its own results.

Can my child still be re-admitted to Class 9 with BISE Bahawalpur this session?

Not after 2 October 2026. BISE Bahawalpur's notice 133 of 7 September 2026 allowed Class 9 re-admission for 2026-28 at Rs 3,500 a candidate from 3 September to 2 October 2026 and said none would be allowed after that. A pupil a school re-admitted within that window but did not register online in time can still be registered at Rs 3,500 plus Rs 300 a day, up to three days before the 2027 Class 9 exam; otherwise wait for the board's next re-admission schedule.
